A February 2012 email proposed using Sarah Ferguson’s Epstein-designed company to immunize the world’s children without health care workers. The Justice Department has redacted the sender’s name.
At 5:08 in the morning, Greenwich Mean Time, on Friday 3 February 2012, an email landed in Jeffrey Epstein’s personal inbox.

The address on the To line is Epstein’s. It appears throughout the federal production in headers alongside Lawrence Summers, Peter Thiel and Joi Ito.
The From line is blacked out.
What was forwarded
The previous evening, Violaine Mitchell, then Interim Deputy Director for Country Immunization Programs in the Gates Foundation’s Global Health Vaccine Delivery division, circulated the pre-read package for a Routine Immunization Strategic Initiative Working Retreat. It went to roughly fifty people: foundation staff, two consultants at Boston Consulting Group, and an events contractor. The retreat was the following Monday.
Two attachments came with it. A ninety-four slide deck containing the RI team charter and the foundation’s initial thinking on barriers to immunization coverage. And a forty-five page report the foundation had commissioned from two consultants, dated December 2010.

Twelve hours after Mitchell sent it internally, somebody forwarded the entire package out of the foundation, to Epstein.
The note on top
The forwarder did not send it without comment. Above the pre-reads, they wrote this:

Can we discuss this over the weekend?
To me, there are a number of things wrong with the world’s immunization systems but the one where I think there is room for coolness that no one has tried might relate to your idea about Mother’s Army. So the suggestion would that you don’t even need health care workers to do this. Train a handful of mom’s and set them free. Sort of create like a Rotary Club or Lion’s Club or something similar with the full scale mission of getting moms to immunize their kids.
Check out the slides. See if you think it is appropriate. If you do, I will make the proposal and the deck.
Read the last line again. The sender is not informing Epstein. They are asking his approval, and offering to do the work.
The part that is not a company
On Monday 22 February 2010, the United Nations held a special event at its New York headquarters called Engaging Philanthropy to Promote Gender Equality and Women’s Empowerment. Ferguson appeared alongside the Executive Director of UNIFEM, the UN’s women’s agency.
The UN published an Announcement of Commitments from that event. It is still on the UN’s own servers. The first entry is hers:
Sarah Ferguson, Duchess of York, “Mothers’ Army Initiative”
“As a mother myself, and from meeting with mothers in countries and cultures across the globe, I believe that the nurturing power of mothers can change the landscape of economic, political, and social issues. As a result, and to work towards the achievement of the Millennium Development Goals, I am developing a new initiative to harness the collective power of mothers. In collaboration with the UN Office for Partnerships, NGOs, UN officials, and private partners, this initiative will launch through an innovative technological platform where mothers around the world will be convened to share, learn, support, and empower each other.”
So Mother’s Army was not simply a company registered in Windsor. It was announced at United Nations headquarters as a commitment toward the Millennium Development Goals, described by its founder as a collaboration with the UN Office for Partnerships.
At 9:16 that same morning, Ferguson emailed Jeffrey Epstein.

Two documents. Both public. Both dated Monday 22 February 2010. One is a United Nations commitments register. The other asks a registered sex offender to put his lawyers on the trademark.
What the UN document does and does not establish. It establishes that Ferguson announced the initiative at UN headquarters and described it as a collaboration with the UN Office for Partnerships. That is her own language, printed in a UN commitments register. It does not establish that the UN Office for Partnerships ever partnered with her, funded anything, or delivered a programme. Commitments announced at events like this frequently go nowhere, and I have found no evidence that Mother’s Army ever operated as a UN initiative. Nothing suggests the UN knew who designed it.
The question
There is one fact here that nobody has to interpret.
In February 2012, three and a half years after Jeffrey Epstein’s conviction for soliciting a minor, the internal strategy materials of the largest private funder of global immunization left that foundation and arrived in his inbox within twelve hours, carrying a proposal to use a company he had designed and just given away to vaccinate the world’s children.
The person who sent it treated Epstein as someone whose approval mattered and whose ideas were worth building a deck around.
And the United States government will not let us read their name.
I am not asking anyone to speculate about who it was. Several people in this archive knew about Mother’s Army, and a guess would be worth nothing. I am asking a narrower question, and it is one that can actually be answered by someone other than me:
Who forwarded the 2 February 2012 Routine Immunization retreat pre-reads to jeevacation@gmail.com, and did that person hold any position with the Gates Foundation or its consultants?
That is a question a member of the House Oversight Committee could ask in nine words, and it does not require anyone to accept a single inference of mine.

EFTA00702570 (2 pp.): the forwarding email and header. Duplicate copy at EFTA02014709, legacy stamp EFTA_R1_00517431.
EFTA01121818 (45 pp.): Felicity Cutts and Robin Biellik, The opportunity and obligation to strengthen national immunization programs, Consultants to BMGF, December 2010. The report named in the attachment line.
EFTA01072417 (94 pp.): RI strategic initiative Working Retreat Pre-reads/handouts, Bill & Melinda Gates Foundation. The deck named in the attachment line.
All three are in Dataset 9 of the Department of Justice production and can be pulled by Bates number at justice.gov/epstein.
One further note on the Cutts and Biellik report, which I will return to separately. On its seventeenth page, it records that the Gates Foundation had recently funded a project to raise public confidence in immunization, under which a vaccine rumour surveillance system would be established and a diagnostic tool developed to determine the threshold at which intervention is needed. That paragraph is the only occurrence of the phrase in the entire production. It was sitting in the attachment.

Someone needs to investigate how much little Fergie is getting from the UN, big pharma and Gates for pushing this "get your kids jabbed" narrative.
Powerfully good work, Sayer Ji. Thank you.
