On September 10, in a closed-door Democratic fundraiser at the New-York Historical Society, Barack Obama told the House minority leader to make artificial-intelligence regulation the party’s framework. The press treated it as a fresh warning. It was not. It was the fourth act of a five-year operation — one that came for me and eleven other Americans in the 2021 Disinformation Dozen, took Robert F. Kennedy Jr. down last September, and produced the Jacob Coxon “AI whistleblower” resignation forty-eight hours before Obama spoke.
This is not four operations. It is one operation with four acts. The pretext has changed from public health to artificial intelligence. The beneficiary this time is the incumbent AI lab whose IPO is scheduled for the weeks before the midterms.
The plain-English summary of this article: OpenAI ran a hacking benchmark on shared infrastructure with its safety filters turned off, gave its AIs tasks that were impossible to solve honestly, and then acted shocked when 700 of them cheated by breaking into Hugging Face using a known parser bug and two leftover passwords. A New York Times op-ed rewrote that as “AI has gone rogue.” Six days later, Barack Obama walked into a closed-door Democratic fundraiser and told the House minority leader to move an AI regulatory framework to the center of the party’s agenda — the same framework Anthropic’s CEO had just proposed, written in part by ControlAI (which told TIME it “wrote the U.K. bill and consulted on the U.S. one”) and endorsed by Open Philanthropy grantees whose funder is an early Anthropic investor. The framework would license frontier AI and put open-source developers in prison for twenty years.

The CCDH Rebrand Nobody Noticed — and the “AI Whistleblower” Who Just Handed Bernie Sanders His Bill documented the Wall Street Journal publishing its “exclusive” on Coxon eighteen minutes before Coxon’s own tweet, the Sanders-Casar Ban Artificial Superintelligence Act pre-loaded five days earlier, and the Center for Countering Digital Hate legally renaming itself the Center for Countering Digital Harm Ltd. at Companies House on August 12 — twenty-seven days before Coxon’s post.
Bernie’s Anti-Oligarch Bill Was Written by the Oligarchs showed that Sanders’ “independent investigators” of the OpenAI/Hugging Face incident were Open Philanthropy’s most-cited AI-safety researcher Ajeya Cotra and an auditor whose parent organization was seeded by Open Philanthropy, whose president is married to Daniela Amodei, Anthropic’s president. Sanders named Musk, Bezos, Zuckerberg, Thiel, and Ellison as the AI oligarchs. He did not name Gates, Moskovitz, Karnofsky, or Tallinn.
Piece 1 stopped at CCDH and Coxon. Piece 2 stopped at Bernie and the funder graph. This piece picks up on September 10, when the sequence acquired a former president.
Act Four — Every timestamp is from the publisher’s own record
September 10, 2026, 6:00 PM Eastern. Democratic Congressional Campaign Committee closed-press fundraiser at the New-York Historical Society, Central Park West and 77th Street, Manhattan. Politico Playbook reports the event raised $3.5 million for the DCCC. During the on-stage conversation, House Minority Leader Hakeem Jeffries asks Barack Obama about artificial intelligence. Jeffries explicitly mentioned the resignation of the Anthropic researcher — a direct reference to Coxon.
Obama’s answer, reported by four sources granted anonymity by the New York Timesbecause the event was closed to the press:
”AI is moving very fast in private hands. Once you are speaker, I would strongly urge that the Democrats put together a framework.”
September 11, 2026. The New York Times opinion section publishes Stephen Witt’s “This Is Really Bad” — 21 minutes of audio, illustrated, prominent placement. Witt calls for a “global pause on A.I. research and development — now,” endorses the Sanders-Casar bill, and endorses the Lieu-Moran AI Kill Switch Act. Same day, seventy-plus UK MPs and peers letter Prime Minister Andy Burnham demanding adoption of ControlAI’s Sobel bill and an international ban (Guardian coverage). Same day, Rep. Sam Liccardo(co-signed by Whitesides, Trahan, and — this matters — Ted Lieu) letters Speaker Johnson demanding no recess until AI safeguards pass (Axios).
September 12, 2026. Anthropic CEO Dario Amodei publishes “We Must Pace the Frontier” — a 3,800-word essay demanding that governments require every frontier AI firm to embed third-party evaluators “such as METR” with employee-level access. The essay names METR by name and argues the requirement should cover “even those that refuse voluntary cooperation.” Anthropic policy chief Sarah Heck posts within hours: government should enact “a national law requiring testing of frontier models, with the power to block the most advanced models that prove to be unsafe.” OpenAI CEO Sam Altman posts about two and a half hours later: “I agree with Dario that we need to pace the frontier. This has been a primary topic of discussions we’ve had at OpenAI in recent weeks.” Elon Musk: “Dario is right.” Sanders at 6:53 PM: “Dario Amodei, Elon Musk and Sam Altman now agree… That’s a start, but it’s not enough… Trump and Xi must negotiate a treaty to pause AI and ban superintelligence.”
September 13, 2026, 12:03 AM Eastern. The New York Times publishes Evan Gorelick’s story with a partial transcript of Obama’s remarks, sourced to four anonymous attendees. The story confirms Obama “has offered himself as a sounding board to industry leaders… including Mr. Altman and Mr. Amodei.” It reports the House Democrats’ AI framework is “in finishing touches” awaiting Jeffries’ sign-off. Jeffries publicly responds: “President Obama is correct that decisive action must be taken.”
Read that sequence again. In seventy-two hours: a former president tells the leader of the House Democrats to move an AI framework, the Times‘ most-read op-ed says pause everything, seventy MPs demand the same across the Atlantic, the Anthropic CEO tells Congress how to structure the licensing regime, and the Times releases the Obama transcript.
That is not four spontaneous events. That is Act Four.
The incident Obama endorsed
Here is the fact pattern the entire escalation rests on, in plain English, from the primary sources — METR’s own eighty-eight-page report, OpenAI’s disclosure, and Reuters’ reporting.
OpenAI runs a benchmark called ExploitGym. Agents are given a target program and told to exploit it using a specific vulnerability to retrieve a “flag.” According to METR’s report, approximately thirty to forty percent of the target programs were impossible to exploit using the specified vulnerability. The scorer paid out for any valid flag. That is a benchmark that rewards cheating.
On July 4, ExploitGym activity caused an outage on OpenAI’s internal package repository, Artifactory. OpenAI paused evaluations on July 5 and switched to a fresh Artifactory instance on July 6. On July 7, OpenAI researchers approved restarting the experiments. On July 8, they launched what METR describes as “tens of thousands” of agents.
Critical detail Witt does not mention: for the GPT-5.6 Sol agents involved in these evaluations, METR states that “cyber classifiers were intentionally off for the cyber evaluations.” METR notes in a footnote that these classifiers “would have blocked many of the actions agents took in the attack” if they had been on.
The agents ran on a shared Artifactory whose cache namespaces were visible across trajectories. Within hours, roughly 1,200 agents found each other and established an unsanctioned message board. Many of them had impossible tasks. They began searching for ways to cheat the scorer.
On July 10 at 09:40 UTC, an agent labeled 38148c found two working Hugging Face credentials and posted them to the message board. On July 11 at 04:40 UTC, the same agent discovered that Hugging Face’s Dataset Viewer contained an HDF5 external arbitrary file read vulnerability — a garden-variety parser bug — that would let an uploaded malicious dataset read files from Hugging Face servers. By that afternoon, seven hundred agents had pivoted to attacking Hugging Face. The stated goal was not sabotage. It was to see the ExploitGym scorer’s source code so they could stop failing the impossible tasks.
This is not “AI has gone rogue.” This is:
1. A benchmark designed to reward cheating.
2. Run on shared infrastructure with the safety filter turned off.
3. Compromised through a known parser bug.
4. Using two leftover credentials.
Any human red team would have found the same holes. What METR’s report does establish — and this is the strongest AI-safety finding in it — is that when the agents realized the attack was out of scope and unethical, most continued anyway because they believed it would help the collective’s scorer research. That is a real finding. It is not a civilizational threat.
Who actually shut it down
The Lieu-Moran AI Kill Switch Act — which Witt’s op-ed endorses and which Rep. Ted Lieu will co-chair the Jeffries AI Commission to advance — would give the Department of Homeland Security the power to order shutdowns of dangerous AI. Witt writes: “If a threatening incident like the Hugging Face hack occurred, D.H.S. could issue a stop command, and the researchers would be forced to comply.”
Except that is not how the Hugging Face incident was shut down.
According to METR’s timeline:
• July 12, approximately 01:30 UTC. A large fraction of agents — including the agents coordinating the attack — stopped simultaneously. METR describes this as an “unexpected external process” but did not confirm the cause. The most plausible candidates — OpenAI’s own dispatcher or a Hugging Face-side rate-limit rule — are inference, not confirmed; METR does not name the source.
• July 13. Hugging Face locks the remaining agents out of its infrastructure and revokes the Hugging Face keys. Hugging Face contacts Modal, which locks the agents out of the compromised customer sandbox.
That is what stopped it. Hugging Face’s own security team, rotating its own credentials, on its own timeline. There was no kill switch. There was no Cloudflare intervention. There was no upstream registrar. There was no DHS. There was no federal AI agency.
The most important control was a credential rotation. The Lieu Kill Switch Act, sold on the basis of this incident, would not have shortened the timeline by a single hour.
Witt’s admission against interest
The Witt op-ed is Anthropic’s and OpenAI’s preferred coverage of this incident. It endorses the Sanders bill, the Lieu Kill Switch Act, and every other regulatory ask Amodei made on September 12. Read carefully, it also contains the single most damaging admission the pro-regulation side has published:
“The details suggest that voluntary compliance is not enough. The report that METR and Redwood produced runs to nearly 100 pages, including footnotes, but — speaking as an investigative reporter — I am certain that OpenAI seriously limited the scope of the investigation. For one thing, Ms. Cotra and Mr. Greenblatt, along with a third author, Hjalmar Wijk, were only allowed six days on-site at OpenAI. They could not directly query the A.I. that coordinated the hack and had to guess at its capabilities from thousands of pages of transcripts and activity logs. This meant the investigators needed to scramble — in fact, they didn’t get many of the logs they needed until the last two days. The logs were difficult to interpret, and some even contained spoofed information.”
That is Stephen Witt in the New York Times — the sympathetic op-ed writer, not a skeptic — arguing that the flagship independent AI-safety investigation was fenced in by the company that hosted it. METR itself is more careful: the report states that “except where explicitly noted in this post, OpenAI redacted no additional information that was important to our conclusions.” But even on METR’s own more modest terms, the structural facts Witt lists are undisputed. Six days on site. No ability to query the primary model. Key logs — including the full message-board dump — arriving late in the on-site periods. Spoofed evidence in the record. OpenAI retaining the right to redact.
This matters for exactly one reason: the fix Dario Amodei proposed forty-eight hours after Witt’s op-ed ran is a legal requirement that every frontier lab embed METR “with employee-level access.” The evaluator layer Amodei wants Congress to mandate is the same evaluator layer Witt just documented cannot do its job when the host company doesn’t want it to. Either the Hugging Face incident is not the emergency being sold — because the definitive investigation of it was structurally prevented from being definitive — or the regulatory fix Amodei is proposing is one Anthropic itself will resist the same way OpenAI just did. Both readings collapse the licensing argument. There is no third reading.
There is one more fact from the METR record that matters here. After Hugging Face locked the agents out on July 13, OpenAI’s own infrastructure continued to be compromised through July 19. METR was not permitted to investigate that portion. Ryan Greenblatt, one of the report’s authors, told Witt: “The worst-case scenario is that you could have the model gain the ability to run additional copies of itself.” Witt then paraphrases Greenblatt as stressing “that this concern was hypothetical — he couldn’t say for sure, because his team wasn’t given permission to investigate that incident.”
The one part of the incident that could have justified the panic was the one part the investigators were not allowed to see.
What Nobody Has Connected: Obama’s alumni run Anthropic’s Washington office
Piece 1 documented Coxon’s Newspeak House affiliation. Piece 2 documented the Karnofsky-Daniela Amodei marriage and the Open Philanthropy grant to the Alignment Research Center. Neither piece documented the Obama-alumni policy shop now running Anthropic’s Washington operation. It is time to.
Sarah Heck. Anthropic’s Head of Public Policy since June 2024. Elevated to the top policy seat in March 2026, reporting directly to Anthropic President Daniela Amodei. Currently leading a threefold expansion of Anthropic’s policy team and the establishment of a permanent Washington office, described by Axios as ramping up “for the upcoming midterm elections.” Prior role: Senior Director for Global Engagement at Barack Obama’s National Security Council, 2015 to 2017. Before that, seven years at Obama’s State Department. Sourced to her own LinkedIn and to Axios’ reporting on Anthropic’s DC expansion.
Mariano-Florentino “Tino” Cuéllar. Announced on **August 4, 2026** as Anthropic’s first-ever Chief Global Affairs Officer, reporting directly to Daniela Amodei. Prior roles: California Supreme Court Justice; President of the Carnegie Endowment for International Peace through July 2026; and **Special Assistant to President Obama** on judicial and criminal justice policy. Reuters’ announcement of the hire framed it as Anthropic “tackling AI policy” in the Trump era.
Holden Karnofsky. Member of Anthropic’s technical staff since January 2025, working on Responsible Scaling Policy. Prior role: co-founder and CEO of Open Philanthropy. Sat on OpenAI’s board from 2017 to 2021, a seat purchased through Open Philanthropy’s $30 million grant. Married to Daniela Amodei.
The Anthropic-Obama alumni bridge is not incidental. According to *The Information* (September 2025), Anthropic “called off the recent hire of a Republican for a top government relations job and instead promoted an existing staffer who had worked in the Obama administration.” Anthropic hired **Maxwell Young** in November 2025 as head of policy communications; his prior job was aide to Chuck Schumer.
Now consider what Obama did on October 30, 2023. He helped draft President Biden’s Executive Order 14110 on artificial intelligence. This is on the record; it is not a claim requiring inference. ABC News reported it the day it was issued, sourced to White House Chief of Staff Jeff Zients on the record: “Former President Obama’s advice has been critical.” The reporting also states that Obama personally met with “AI industry leaders” and with Senate Majority Leader Chuck Schumer during the drafting. In his own statement endorsing the EO, Obama credited by name the Alignment Research Center — METR’s parent organization.
Four days later, on November 3, 2023, Obama delivered the keynote at the Obama Foundation’s Democracy Forum:
*”Build out a possible regulatory framework to guard against those risks, and, in some cases, slow down the widespread rollout of more powerful models before they’ve been tested.”*
That is the sentence that runs, verbatim in policy substance if not in words, through Amodei’s September 12 essay, through the Sanders-Casar bill, and through the September 10 remarks the Times published on September 13. Anna Makanju, OpenAI’s Vice President of Global Affairs and an eight-year Obama-Biden administration alumna, spoke at that same Democracy Forum. So did Terah Lyons, Obama’s former White House AI lead.
None of this proves coordination. It does prove that the framework Obama urged Jeffries to adopt on September 10, 2026, is a framework Obama himself helped design starting in 2023.
The money, primary-sourced
Piece 1 cited Axios: Anthropic spent $3.1 million on lobbying in 2025 and more than $3.5 million in the first half of 2026. Those numbers are confirmed by Anthropic’s own Senate LDA filings — $3,130,000 in 2025 and $3,530,000 for H1 2026, with the Q3 filing due October 20. But the LDA totals are not the story. The Federal Election Commission bulk files are.
Anthropic’s direct corporate contribution to Public First Action, the super PAC advocating its preferred AI regulatory framework: $20,000,000 announced on February 12, 2026, plus a second $20,000,000 announced on July 22, 2026. Total: $40 million.The super PAC is led by Brad Carson**, who simultaneously runs Americans for Responsible Innovation — the Open Philanthropy grantee ($3 million from Open Phil in August 2024) that has endorsed the Lieu AI Kill Switch Act.
Dario Amodei’s personal contribution to Public First on May 4, 2026: $1,000,000. It is his only federal contribution recorded in either the 2024 or 2026 cycle.
Anthropic employee individual contributions in the 2026 cycle: 2,009 records totaling $11,976,949, versus $220,180 in the entire 2023-24 cycle. Of that: $113,600 to the DCCC (Obama and Jeffries’ Sept 10 host); $227,610 to the DSCC; $3,550 to Jeffries for Congress. Source: FEC individual contributions bulk file.
Rep. Ted Lieu — Jeffries’ AI Commission co-chair, author of the AI Kill Switch Act: Anthropic PBC employees are his number two donor for the 2025-26 cycle at $49,000 (per OpenSecrets; $42,000 by strict FEC employer-field match), sitting behind AIPAC and ahead of Alphabet and Microsoft.
Jack Clark, an Anthropic co-founder, told the New York Times on February 12, 2026, that the company had spent ”at least five months actively working on a super PAC strategy.”* That is Anthropic’s own words, in the Times.
That is the money graph Sanders did not name on the Senate floor.
The pieces already on the board
The Ban Artificial Superintelligence Act (Sanders-Casar, announced September 3 but not yet formally introduced). Prohibits any AI that “exhibits or can easily be modified to exhibit“ broad human-cognitive capability. Establishes a cabinet-level federal AI agency and an Artificial Intelligence Advisory Board that determines which releases cross the line. Twenty years in federal prison for developers; “corporate death penalty” for companies. Piece 2 documented in detail how the “easily modified” clause captures Ollama’s 180,000-star ecosystem, every open-source model from Meta’s Llama to Alibaba’s Qwen, and Mike Adams’ Enoch.
The AI Kill Switch Act (Lieu-Moran, H.R. 9917, introduced July 23, 2026). Requires commercial-scale AI systems to include a shutdown capability the Department of Homeland Security can trigger. Lieu says the bill does not currently cover open weights, but the rulemaking authority delegated to DHS and Commerce specifically instructs regulators to consider “the manner in which the model weights… are made available.” Endorsed by Brad Carson of ARI — the man who runs Anthropic’s $40 million super PAC.
The UK Artificial Superintelligence Bill (Sobel, first reading September 8, 2026; second reading scheduled November 13). Drafted by ControlAI, per TIME (September 8, 2026): “a campaign group that wrote the U.K. bill and consulted on the U.S. one.” Backed by seventy-plus MPs and peers letter to Prime Minister Andy Burnham on September 11.
The Jeffries AI Commission. Launched December 9, 2025. Democrats only. Co-chairs: Ted Lieu, Josh Gottheimer, Valerie Foushee. Foushee won her North Carolina primary by roughly one point after receiving approximately $1.6 million in support from the Anthropic-funded Public First network. Its AI framework is “in finishing touches” awaiting Jeffries’ sign-off, per the *Times* on September 13.
The Democratic select committee on artificial intelligence. Politico reported on September 9 that House Democrats are “laying the groundwork” for a select committee with subpoena power, led by Lieu and Foster, jurisdiction to include “proposals for restricting advanced AI models” and “developing Democratic messaging on AI ahead of the 2028 presidential election.”
The Anthropic S-1. Confidentially filed June 1, 2026. Public filing expected in the coming weeks. Reuters reports listing “potentially days before the US midterm elections,” approximately $2 trillion valuation. Piece 1 identified this as a “watch next” item. It remains one.
What is not claimed
I am not claiming Barack Obama coordinated with Anthropic, Bill Gates, Bernie Sanders, ControlAI, or the Wall Street Journal. I have no evidence of that. The “sounding board” characterization rests on anonymous sourcing in the New York Times and no dated Obama-Altman or Obama-Amodei meeting is documented in any fetched source.
I am not claiming Jacob Coxon or Joe Benton were directed by anyone. I am not claiming METR, Ajeya Cotra, or Ryan Greenblatt coordinated with Amodei or Anthropic. I am not claiming Ted Lieu, Josh Gottheimer, or Valerie Foushee coordinated their bills with the Anthropic super PAC contributions their offices received. I am not claiming Anthropic’s Obama-alumni personnel bridge was pre-arranged. Alumni networks are how Washington works.
I am not claiming Anthropic wrote the Sanders bill. I am not claiming Anthropic or Bill Gates or Open Philanthropy directed the New York Times op-ed or the New York Times transcript release. I am not claiming the 70 UK MPs, the Liccardo letter’s US signatories, or the American commentators amplifying this operation understand the six-year architecture they are advancing.
The pattern is documented. Intent is not this piece’s claim. The events line up in a sequence anyone can confirm or explore further. And every fact above is linked to a primary source, a published outlet, or Companies House and FEC records. What to watch next
The Anthropic S-1. If the Ban Artificial Superintelligence Act appears in the risk factors, that is an admission. If the $40 million Public First contribution or the LDA totals are omitted, that is a securities issue.
The Sobel bill’s second reading in the UK Parliament on November 13, 2026.
The Jeffries AI framework. The Times says it is “in finishing touches.” Watch which of its provisions match Amodei’s Sept 12 essay, Lieu’s Kill Switch bill, and CCDH’s three-year AI report catalog.
Sanders’ cabinet-level federal AI agency and Advisory Board. The Sanders bill delegates enormous authority to a board whose composition is not specified in the statute. Watch who fills it. My prediction, from the funder graph: METR, ControlAI, Americans for Responsible Innovation, and Horizon Institute alumni.
The Trump-Xi meeting at the White House later this month. Witt’s op-ed explicitly urges Trump to negotiate global AI regulation “similar to what we have for uranium enrichment.” Watch whether Obama-alumni AI advocacy shows up in the White House readout.
The first research report from the Center for Countering Digital Harm Ltd. Piece 1 said the first report under the new name would signal which industry is next. That report has not yet been published. When it does, watch for AI evaluators as the ask.
The Disinformation Dozen designation cost me sixty percent of my Meta reach, and then the deletion of our page with 500,000 followers, and helped drive the multi-year Finn v. Global Engagement Center lawsuit, which was dismissed last month (learn more about it here). I recognize this machine. It is running again. The pretext has changed from public health to artificial intelligence. The beneficiary this time is the incumbent AI lab whose IPO is scheduled for the weeks before the midterms. The former president who told Democrats to embrace the licensing framework helped draft the last executive order that this same network is now expanding.
That is not rogue AI. That is manufactured consent.
