Over the past two weeks I published five investigations documenting one operation:
Piece 1 — The CCDH Rebrand Nobody Noticed documented the September 8, 2026 Coxon launch and the twenty-nine-day rebrand of Center for Countering Digital Hate into “Center for Countering Digital Harm.”
Piece 2 — Bernie’s Anti-Oligarch Bill Was Written by the Oligarchs documented the Open Philanthropy–Anthropic funder graph behind the Sanders-Casar Ban Superintelligence Act.
Piece 3 — Obama Just Endorsed a Manufactured Panic documented the September 10 Obama endorsement and the Obama-alumni policy shop running Anthropic’s Washington operation.
Piece 4 — The AI Bill Bernie Sanders Introduced Was Drafted in London documented that ControlAI, a two-person London lobby shop, drafted both the UK Sobel bill and the Sanders-Casar bill — and that its only publicly named funder led Anthropic’s Series A.

This piece documents what happens after the bill is drafted, after the whistleblower has quit, after Netflix has delivered the vocabulary. It documents the elite ratification stage — and its calendar date, September 17, 2026.
Every claim below is anchored to a primary source. Where a claim cannot be verified from a primary source, I say so.
The stage
On or about Thursday, September 17, 2026, King Charles III will host a closed-door gathering of approximately thirty senior artificial intelligence executives at Dumfries House in Ayrshire, southwest Scotland. Dumfries House is the headquarters of The King’s Foundation, a charity Charles founded in 1990. The gathering is being organized by the Ditchley Foundation, a British nonprofit that has convened off-the-record Anglo-American discussions for eighty-five years.
The event was first reported by Politico Europe on September 7, 2026, based on two anonymous sources familiar with the plans “granted anonymity because it has yet to be publicly announced” (Politico, Sept 7, 2026). Buckingham Palace subsequently confirmed the gathering to Reuters, the Sunday Times, and the New York Times (Reuters, Sept 14, 2026; NYT, Sept 13, 2026).

The format, per a royal official quoted by Politico: “convene, engage, listen and encourage debate.” Per The Next Web’s characterization of standard Ditchley practice: “Small room, senior people, no communiqué” (TNW, Sept 8, 2026).
The deliverable, per multiple sources: a “shared set of principles” built around “human dignity” and “the flourishing of both people and the planet,” with the Ditchley Foundation “drafting a charter” (GBNews; IBTimes UK, Sept 14, 2026).
The 15-day sequence
The dates matter. Every previous piece in this series established one node of the operation; September 17 is the next node.
September 3, 2026 — Senator Bernie Sanders and Representative Greg Casar introduce the Ban Artificial Superintelligence Act. ControlAI’s US arm, headed by Connor Leahy, is credited by TIME with having “consulted on the U.S. one” (TIME, Sept 8, 2026) and has briefed “nearly 200 congressional offices” per Wired (Wired, Sept 8, 2026). Documented in Piece 4.
September 8, 2026 — Jacob Coxon resigns from Anthropic and posts his resignation tweet eighteen minutes after the Wall Street Journal publishes the exclusive on his resignation. Same day, in London, MP Alex Sobel introduces the Artificial Superintelligence Bill at first reading, thanking “ControlAI for its support with the Bill.” Documented in Pieces 1 and 4.
September 10, 2026 — Barack Obama endorses the AI-safety framework at a private DCCC fundraiser. Documented in Piece 3.
September 12, 2026 — Anthropic CEO Dario Amodei publishes “We Must Pace the Frontier,” arguing that “the industry must deliberately slow the pace at which AI grows more capable” (Anthropic, Sept 12, 2026).
September 13, 2026 — Speaker of the House Mike Johnson publicly accepts the AI-risk framing on X.
September 14, 2026 — Tristan Harris, on X, announces that Netflix will drop The AI Doc: Or How I Became an Apocaloptimist on September 15, 2026, calling out to Amodei, Altman, Hassabis, Yudkowsky, Bengio, Harari, Cotra, Reid Hoffman, and eighteen others by handle.
September 14, 2026 — 4:35 PM Eastern. President Donald Trump posts to Truth Social and X: “I am the Hoax Buster, and I’m right now breaking another Hoax — That AI is going to take over, consume, and destroy the World, and that Robots will be marching into our Cities, and getting rid of us all! This is even wilder than the RUSSIA, RUSSIA, RUSSIA HOAX, or the Global Warming Scam” (Donald Trump on X, Sept 14, 2026).
September 15, 2026 — Netflix releases The AI Doc to a global subscriber base of 260 million. The film’s onscreen cast includes Dario Amodei (Anthropic), Sam Altman (OpenAI), Demis Hassabis (Google DeepMind), Daniela Amodei (Anthropic), Yoshua Bengio, Eliezer Yudkowsky, Yuval Harari, Ajeya Cotra, Jan Leike, Reid Hoffman, Tristan Harris, Aza Raskin, Connor Leahy, and Ilya Sutskever (Wikipedia, The AI Doc, verified against production credits).
September 17, 2026 — King Charles III convenes the AI executives at Dumfries House. Ditchley Foundation delivers the charter.
The film premiered at Sundance January 27, 2026. Focus Features gave it a theatrical release March 27, 2026. Universal’s Pay-1 window automatically routed it to Peacock for four months, then to Netflix for a 10-month exclusive — which is exactly what put it on Netflix in mid-September. Whoever chose the March 27 theatrical release date knew the movie would land on Netflix in mid-September.
What Ditchley is
The Ditchley Foundation is not a household name in the United States, but it is one of the two or three most important private institutions in Anglo-American strategic conversation. It has run “off-the-record transatlantic discussions for decades,” per The Next Web’s characterization of its function (TNW).
Its governance is documented in the UK Companies House filing history for The Ditchley Foundation, company number 00599389. Two recent director appointments are worth noting from the primary filings (Companies House filing history for Ditchley Foundation):
October 6, 2025 — Dame Karen Elizabeth Pierce appointed director. Pierce served as the United Kingdom’s Ambassador to the United States from 2020 to 2025 — the full duration of the first Trump administration and into the current one. She was previously UK Permanent Representative to the United Nations.
December 31, 2025 — Jonathan Hopkin Hill’s appointment as director terminated.
The Ditchley Foundation is running an event whose deliverable is a “shared set of principles” that its own facilitators are drafting. The individuals inside the room will be senior AI executives, the UK cabinet minister for AI, and — in the case of Vatican adviser Paolo Benanti — a personal representative of the Pope. The event will not produce a communiqué. Nobody outside the room will be able to observe what is said.
The Next Web’s characterization is precise:
A monarch who cannot make policy convening the people who do starts to look less like a curiosity and more like the channel that still functions. Whether that is convening or lobbying depends entirely on what gets said, and nobody outside the room will be able to tell the difference. (TNW, Sept 8, 2026)
The Matt Clifford revolving door
One additional primary-source finding, reported by The Next Web in the same piece:
Matt Clifford, who wrote the government’s AI Opportunities Action Plan, stepped down as ARIA chair on Monday after taking a job at Anthropic. (TNW, Sept 8, 2026)
Matt Clifford is the co-founder of Entrepreneur First and was the principal author of the United Kingdom’s official AI Opportunities Action Plan, adopted by the government of Sir Keir Starmer in January 2025. In September 2026 — days before King Charles convenes the AI industry at Dumfries House — Clifford resigned as chair of the UK government’s Advanced Research and Invention Agency (ARIA) to take a role at Anthropic.
The pattern is now documented on both sides of the Atlantic:
United States — ControlAI, a London lobby shop funded by Anthropic Series A lead investor Jaan Tallinn, drafts the Sanders-Casar bill. (Documented in Piece 4.)
United Kingdom — the author of the UK’s official government AI strategy takes a job at Anthropic, days before King Charles convenes an Anthropic-attended summit that produces the international charter.
I do not claim Matt Clifford’s move to Anthropic was coordinated with the Charles-Ditchley summit. I have no evidence of that. What I do claim is documented sequence: the drafter of British AI policy moves into a private beneficiary of that policy, and immediately thereafter the reigning monarch hosts that beneficiary in a closed-door setting whose organizer is drafting the international norm.
Charles’s prior AI convenings
This is not Charles’s first AI convening. It is the fourth in eighteen months, per contemporaneous reporting.
November 1, 2023 — King Charles delivers a video address to the UK’s inaugural AI Safety Summit at Bletchley Park: “If we are to realize the untold benefits of AI, then we must work together in combatting its significant risks” (UK Government, Bletchley Park, Nov 1, 2023).
September 17, 2025 — Windsor Castle state banquet for President Donald Trump. Among the guests: Nvidia CEO Jensen Huang and OpenAI CEO Sam Altman (The Guardian, Sept 18, 2025).
November 2025 — King Charles presents awards to Jensen Huang and other AI figures (TNW, Sept 8, 2026).
April 28, 2026 — During his state visit to Washington, King Charles meets with senior executives from Nvidia, Apple, Amazon, and Google (Politico, April 28, 2026).
September 17, 2026 (this week) — closed-door summit at Dumfries House, organized by the Ditchley Foundation, with attendees from Nvidia, Anthropic, Google DeepMind, OpenAI, IonQ, plus UK minister Kanishka Narayan and Vatican adviser Paolo Benanti.
Every prior royal convening was open. This one is closed.
What is on the table
The Ditchley draft charter language, quoted in two contemporaneous reports:
a shared set of principles [...] to help guide the future application of AI, not merely as a driver of capability and efficiency, but as a tool that upholds human dignity and contributes to the flourishing of both people and the planet (GBNews, Sept 13, 2026; IBTimes UK, Sept 14, 2026)
The word “flourishing” is not accidental. It is the specific vocabulary of the Effective Altruism–adjacent AI-safety movement — the same movement whose funders (Tallinn, Moskovitz, Open Philanthropy / Coefficient) fund METR, Tarbell Center, Redwood Research, FAR AI, Constellation, and the Sanders-Casar-adjacent policy shops documented in Pieces 2 through 5.
When the Ditchley charter is signed by Nvidia, Anthropic, DeepMind, OpenAI, and the UK government, it becomes the “international standard.” When the international standard is then cited in the US congressional record as justification for Sanders-Casar, the origin point disappears. This is how a two-person London lobby shop’s policy preferences become “the global consensus.” It is the same laundering mechanism documented in the ControlAI-to-Sanders pipeline. The venue has changed. The mechanism has not.
The critical reaction that is already on record
I include this because it is on the record already, from left-coded Scottish sources, and it should be part of any honest account of the event.
Adrian Swinscoe, Edinburgh branch of the anti-monarchy campaign Republic, to The National on September 8, 2026: “An unelected monarch hosting closed-door summits for Big Tech executives shatters any lingering illusion of royal neutrality. Power-hungry data centres and the future of AI in Scotland are political matters, and the King should have no role at all in this.” (The National, Sept 8, 2026)
Laura Moodie, Scottish Green MSP, same article: “An exclusive gathering of royalty and corporate bosses shows a system that allows wealth and inherited privilege to buy access, while the communities impacted fight to have their voices heard.” (The National)
Graham Smith, CEO of Republic, same article: “Charles has always been an environmental hypocrite. For him environmentalism is a hobby that embellishes his reputation rather than a serious concern... AI is having a huge impact on the environment... AI is also posing serious risks to society and democracy.” (The National)
The point is not that these critics are right about the monarchy. The point is that criticism of this convening is already on the record from a Scottish Green Member of Parliament and a national UK anti-monarchy campaign. It is not fringe. It is not partisan American. It is inside the UK’s own democratic conversation.
What Trump said
On September 14, 2026, at 4:35 PM Eastern — three days before Charles’s summit and thirteen hours before Netflix’s mass release — the President of the United States posted:
I am the Hoax Buster, and I’m right now breaking another Hoax — That AI is going to take over, consume, and destroy the World, and that Robots will be marching into our Cities, and getting rid of us all! This is even wilder than the RUSSIA, RUSSIA, RUSSIA HOAX, or the Global Warming Scam. Thank you for your attention to this matter! President DONALD J. TRUMP (Donald J. Trump on X, Sept 14, 2026)
This is the sitting President of the United States declaring the AI-existential-risk narrative a hoax, in the exact vocabulary the Netflix film promotes and the Ditchley charter is being drafted around, three days before that charter is proposed to Nvidia, Anthropic, DeepMind, and OpenAI at a summit organized by a British foundation and hosted by a British monarch.
Two of the President’s own agencies — the AI Security Institute in the UK and the National Institute of Standards and Technology in the US — currently receive pre-deployment access to the same frontier models that the summit will discuss (Reuters, Sept 14, 2026). China’s Global Times said the calls for slowdown were a “Cold War playbook” targeting Beijing (same source).
Whatever principles emerge from the Ditchley charter will be adopted, or rejected, by a US administration whose head of state has just declared the underlying premise a hoax. That is a live constitutional and diplomatic question about which the American public deserves visibility, and about which the closed-door format of the Dumfries House convening denies it.
What I claim and what I do not claim
I do not claim that King Charles III, the Ditchley Foundation, the Foreign Office, the Cabinet Office, Anthropic, OpenAI, Google DeepMind, Nvidia, or the UK government have coordinated the events documented above. I have no evidence of that.
I do not claim that the Ditchley draft charter is bad on its face. I have not read it. Nobody outside the drafting room has.
I do not claim that Matt Clifford’s move to Anthropic was coordinated with the summit. I have no evidence of that. What is documented is the sequence and the beneficiary.
I do not claim Kanishka Narayan is acting in bad faith. I have no evidence of that. What is documented is that the sitting UK Cabinet Minister for AI is attending, as one of ~30 people, an off-the-record convening of the specific commercial firms his ministry regulates, at which a private foundation will present a draft international framework.
What I do claim is documented sequence and documented behavior:
On September 3, ControlAI’s US arm consulted on Sanders-Casar.
On September 8, ControlAI’s UK arm drafted the Sobel bill and Coxon resigned.
On September 12, Anthropic’s CEO published the vocabulary.
On September 15, Netflix delivered the vocabulary to a 260-million-subscriber audience.
On September 17, the Ditchley Foundation, organizing a closed-door summit hosted by King Charles III, will present a charter of “shared principles” for AI to Nvidia, Anthropic, Google DeepMind, OpenAI, IonQ, the UK Minister for AI, and the Vatican’s AI adviser.
No communiqué. No public attendee list. No public draft charter. No mechanism for the American public — the beneficiaries or victims of whatever principles emerge — to see what is proposed in their name.
This is the elite ratification stage of what the previous five pieces documented.
What is next
November 13, 2026 — second reading of the Sobel Artificial Superintelligence Bill in the UK House of Commons. When the bill is printed, we will finally have a formal comparison of its clause structure with the Sanders-Casar summary and the Ditchley charter.
The Anthropic S-1 — filed confidentially June 1, 2026, expected to become public in the coming weeks; the IPO reportedly targeted at up to $100 billion raised on a $2 trillion valuation. The company being valued in the trillions is the same company whose executives are inside the closed-door convening this week and whose principal Series A investor sits on the board.
December 17, 2026 — Bill of Rights Day. Restore the First launches with Robert F. Kennedy Jr., Rep. Thomas Massie, Sen. Rand Paul, and Sen. Ron Johnson, backed by 19 coalition partners. The bill on offer: the First Amendment Remedies Act. Full constitutional argument here.
The window in which the American public, US Members of Congress, UK parliamentarians, and constitutional lawyers can absorb what has been documented above is the window between now and those three events.
