Everyone has the Bill Gates "Q clearance" story backwards. It isn't biosecurity. It's nuclear — and the nuclear venture behind it was being worked by Jeffrey Epstein for four years before it was granted.

EXECUTIVE SUMMARY

• The clearance is nuclear, not biological — and almost everyone reporting it has this backwards. On July 29, 2026, Senator Rand Paul entered into the Senate record a Department of Energy letter confirming that Bill Gates held a DOE “Q” access authorization from June 11, 2014 to December 6, 2021. A Q is an Atomic Energy Act instrument. It governs Restricted Data — nuclear weapons design, production, and special nuclear material. It is not a biosecurity credential, and classified biodefense work does not run through it. Coverage pairing the clearance with Fauci, DARPA, and vaccines is wrong on the technical facts.

• The correct explanation is TerraPower — and TerraPower is in the Epstein files. Gates founded and chairs the advanced reactor company, whose R&D partnerships include Idaho National Laboratory, Los Alamos, and the Y-12 National Security Complex. That is a sufficient predicate for a Q. It is also the venture Jeffrey Epstein was working, through Gates’s own science advisor Boris Nikolic, across at least four sovereign channels between 2010 and 2013.

• “Reciprocally granted” is the most important phrase. DOE’s letter states the clearance “was reciprocally granted.” Under DOE policy, reciprocity requires a current final Top Secret clearance issued by another federal agency, on an investigation completed within the prior five years. That places an originating full-field background investigation, conducted by an agency DOE does not name, no earlier than approximately mid-2009 — and the entire Epstein nuclear brokerage record falls inside that window.

• Five weeks in late 2010 are the spine. Between November 5 and December 14, 2010, Epstein passed the sitting chairman of the UK Atomic Energy Authority to the CEO of TerraPower’s parent company; told Nikolic he had spoken with the rulers of Abu Dhabi and Dubai about nuclear power and that there were “many ways you can be helpful to Bills goals in this area”; received Nikolic’s report of a three-person private dinner with the Director of DARPA and Bill Gates; noted that the president of Senegal’s son was “also very interested in nuclear power”; and asked Nikolic to arrange the DARPA director for New York.

• The vetting question, not the access question, is the one for oversight. A Q carries continuing evaluation obligations. Gates’s ran through the arrest, death, and worldwide reporting on his relationship with Epstein in 2019, and terminated in December 2021. Whether any of the foregoing surfaced in an SF-86, a periodic reinvestigation, or continuous vetting is answerable — and unanswered.

IMPORTANT NOTE TO READERS

This is a documentary investigation. Every factual claim is anchored to a primary source — a released federal record with a Bates identifier, a document entered into the Congressional Record, or a published government policy. Where a conclusion is inferred rather than established, it is labeled as inference. Where another journalist reported a document first, that credit is given in the endnotes.

Nothing here alleges that Bill Gates knew what Jeffrey Epstein was doing on behalf of his nuclear venture, that Gates accessed any classified material, or that any government official acted improperly. A security clearance confers eligibility subject to need-to-know; it does not establish that anything was read. The question this piece raises is narrower and, I think, more serious: whether the federal personnel security system that cleared him ever saw the record that has now been public for eight months.

I. What a Q Clearance Is, and What It Is Not

On July 29, 2026, during a Senate Homeland Security and Governmental Affairs Committee hearing at which Dr. Anthony Fauci repeatedly invoked the Fifth Amendment, Chairman Rand Paul asked unanimous consent to enter a Department of Energy letter into the record. The letter, dated June 30, 2026, confirmed that “Mr. Gates’ DOE Q security clearance was reciprocally granted on June 11, 2014, and subsequently terminated on December 6, 2021.”¹ Two days later Paul released the document publicly as part of a 1,375-page package.²

The letter asked the Committee to keep the information confidential and “not for public release.”³ Paul published it anyway.

Within seventy-two hours the story was everywhere in the alternative press, and everywhere it was framed the same way: Gates held Top Secret access during the pandemic, alongside Fauci, adjacent to DARPA. That framing is wrong, and it is the kind of wrong that gets an entire body of work dismissed.

A DOE “Q” access authorization is an instrument of the Atomic Energy Act of 1954. Under 10 C.F.R. § 1016.3, it is granted on the basis of a full field investigation and permits access, on a need-to-know basis, to Top Secret, Secret, and Confidential Restricted Data, Formerly Restricted Data, National Security Information, and special nuclear material in Category I or II quantities.⁴ Restricted Data is a defined statutory category covering the design, manufacture, and use of atomic weapons and the production of special nuclear material.

It is a nuclear credential. Classified biological defense work — at DARPA, at BARDA, at USAMRIID, in the intelligence community — is administered through Department of Defense and IC channels, not through DOE Q. A Q tells you nothing about biosecurity access.

It also does not establish that Gates saw anything. Q confers eligibility; access requires a separate need-to-know determination for each compartment of information. The DOE letter establishes eligibility and dates. Nothing more.

The mundane explanation is the correct one. Gates founded TerraPower in 2006 and chairs its board. TerraPower has documented research and development partnerships with Idaho National Laboratory, Argonne, Los Alamos, and the Y-12 National Security Complex — the last two being nuclear weapons design and production facilities.⁵ On October 23, 2013, Gates personally toured the Materials and Fuels Complex at Idaho National Laboratory; INL’s press release the following day stated that TerraPower had engaged the lab to support design work on its traveling wave reactor.⁶ That is seven and a half months before the Q was granted. The predicate is well established, and it is nuclear.

EFTA II is being covered as a lawsuit bill. Read the amendment language at the bottom of the text: it strikes the national-security classification exemption, dismantles the Department of Justice’s procedural shield-wall piece by piece, and attaches criminal liability to every redaction the government signs from here forward.

On the morning of July 15, Todd Blanche — the Acting Attorney General of the United States, serving since President Trump’s ouster of Pam Bondi in April and formally nominated in June — sat before the Senate Judiciary Committee for his confirmation hearing. He told the committee that “mistakes were made” in the release of the Jeffrey Epstein files, but that the disclosure was an exercise in unprecedented transparency.

The same day, Rep. Thomas Massie (R-KY) introduced the Epstein Files Transparency Act II — H.R. 9694, per the sponsors’ announcement — co-led in the House by Reps. Ro Khanna (D-CA) and Teresa Leger Fernández (D-NM), with Sens. Jeff Merkley (D-OR) and Ben Ray Luján (D-NM) carrying the Senate version. If the House does not consider it within seven legislative days, a discharge petition will be circulated — the same procedural instrument that forced the original EFTA to the floor over leadership resistance last November.

The timing is not a coincidence. It is a message: the man testifying for the permanent job is the named defendant-in-waiting of the bill introduced that morning.

The coverage will tell you, accurately, that the bill lets state attorneys general and Epstein’s victims sue the Attorney General for withholding files. Massie states the Department “continues to unlawfully withhold over 3 million Epstein files”; Leger Fernández puts it at “as many as 3 million”. Those are the sponsors’ figures, and the imprecision is not sloppiness — it is the condition the bill exists to end. No one outside the Department knows the true count, because the Department’s own accounting has never stabilized. That story first.

I. Eight Months of Managed Disclosure

The Epstein Files Transparency Act became Public Law 119-38 on November 19, 2025, after passing the House 427–1 and the Senate by unanimous consent. It gave the Attorney General thirty days — until December 19, 2025 — to release all unclassified Epstein-related records. What followed is best told through the Department’s own numbers, which change every time they are written down. senate

The statutory deadline passed without the required release. On January 30, 2026, the Department published over three million pages and files, including more than 2,000 videos and 180,000 images — a release it branded, on its own website, the “Epstein Library.” The next day, House Judiciary Ranking Member Jamie Raskin wrote to then-Deputy Attorney General Blanche noting the arithmetic: the Department itself claimed to have identified over six million potentially responsive pages, had released roughly half — including over 200,000 pages redacted or withheld — and was nonetheless asserting full compliance with the Act.

The quality of the release matched the arithmetic. In a March 11 letter requesting a Government Accountability Office review, Senators documented the inversion at the heart of the Department’s redaction practice: records were published with email addresses and nude photographs in which publicly identified and non-public victims could be recognized — the one category the law most explicitly protects — while information identifying powerful business and political figures alleged to be co-conspirators or material witnesses was heavily redacted. The statute’s exemptions had been applied upside down: maximal exposure for the victims, maximal protection for the network.

Then came the takedowns. After publication, the Department removed thousands of records from its own website — not merely records that improperly identified victims, but records relating to allegations against President Trump and others — with no apparent explanation. Hold that fact; the bill’s drafters did.

By spring, the courts were involved. Journalist Katie Phang, represented by the Public Integrity Project, sued over the redactions — including the redaction of sender and recipient names in email exchanges with Epstein concerning a “torture video” and sexual activity with young women, including minors, and the redaction of potential co-defendants’ names from a draft criminal indictment. On June 26, U.S. District Judge Emmet Sullivan granted a preliminary injunction, finding that Blanche “has conceded that he is in violation” of the Act and ordering the Department to remove the specified redactions or show cause by July 2. Sullivan also ordered the Department to publish a log detailing all the redactions, and to hand over the underlying notes from the FBI’s interview with a woman who accused President Trump of assault.

The Department’s July 2 response is the single most clarifying document of the entire eight months. Hours before the deadline, Associate Attorney General Stanley Woodward asked the judge to delay by sixty days or to accept the Department’s reasons for withholding outright — and, disputing Sullivan’s concession finding, wrote: “Indeed, the Department has not knowingly violated, nor has it ever acknowledged violating, the EFTA as it continues working to comply with statutory requirements.” In the same filing, Blanche defended the withholding of millions of files — the Department now describing 3.5 million pages released and another 2.5 million withheld — and offered instead to share additional materials “in camera,” behind closed doors with a judge.

Track the ledger. December: nothing by the deadline. January: half of six million pages, declared full compliance. July: 3.5 million released, 2.5 million withheld, per the Department’s own court filing. July 15: the bill’s sponsors say three million still withheld. Four accountings in eight months, no two of which reconcile. When an institution cannot state a stable number for what it holds, the number is not the problem. Custody is. And custody is exactly what EFTA II transfers.

II. What the Law Actually Ordered

To see what the new bill does, you have to hold the original statute in your hands — not the summary of it, the text. Public Law 119-38 ordered the Attorney General to make publicly available, in searchable and downloadable format, all unclassified records across nine enumerated categories: everything relating to Epstein and Ghislaine Maxwell; flight logs and travel records for any aircraft, vessel, or vehicle; individuals — “including government officials” — named in connection with Epstein’s criminal activities, civil settlements, immunity or plea agreements; entities, “corporate, nonprofit, academic, or governmental,” with known or alleged ties to his trafficking or financial networks; all immunity deals, non-prosecution agreements, plea bargains, or sealed settlements; internal DOJ communications concerning decisions “to charge, not charge, investigate, or decline to investigate”; all communications and metadata concerning “the destruction, deletion, alteration, misplacement, or concealment” of Epstein-related evidence; and the complete documentation of his detention and death.

Congress then barred the motive it anticipated:

“No record shall be withheld, delayed, or redacted on the basis of embarrassment, reputational harm, or political sensitivity, including to any government official, public figure, or foreign dignitary.”

And it permitted exactly five withholdings — segregable portions of records that contain victims’ personally identifiable information; that contain child sexual abuse material; that “would jeopardize an active federal investigation or ongoing prosecution, provided that such withholding is narrowly tailored and temporary”; that depict images of death, physical abuse, or injury; or, at subparagraph (E):

“(E) contain information specifically authorized under criteria established by an Executive order to be kept secret in the interest of national defense or foreign policy and are in fact properly classified pursuant to such Executive order.”

Every redaction was to be accompanied by written justification published in the Federal Register and submitted to Congress. Classified covered information was to be declassified “to the maximum extent possible,” with an unclassified summary released for anything that could not be. And — read this one twice — the original act already contained a tripwire against the obvious evasion: “All decisions to classify any covered information after July 1, 2025 shall be published in the Federal Register and submitted to Congress,” with the date, the identity of the classifying authority, and an unclassified justification. The drafters anticipated, in November 2025, that the Department might respond to a disclosure mandate by classifying its way out of one.

One more provision, because its absence from the record is itself the record: Section 3 requires that within fifteen days “of completion of the release,” the Attorney General report to the Judiciary Committees every category released and withheld, a summary of redactions with legal basis, and “a list of all government officials and politically exposed persons named or referenced in the released materials, with no redactions permitted.” The clock on that report starts at completion. A release that is never complete is a report that is never due — and a list of politically exposed persons that never has to be written. Eight months in, the structure of the Department’s partial compliance is indistinguishable from a strategy for keeping that list unwritten.

III. Striking Subparagraph (E)

Now open H.R. 9694. Near the bottom, in language formatted to read like clerical housekeeping, sits this:

“Section 2(c)(1) of the Epstein Files Transparency Act (Public Law 119–38; 139 Stat. 657) is amended— (1) in subparagraph (C), by striking the semicolon at the end and inserting ‘; or’; (2) in subparagraph (D), by striking ‘; or’ and inserting a period; and (3) by striking subparagraph (E).”

The conjunction edits are cleanup. The operative words are five: by striking subparagraph (E). The victim-privacy exemption stays. The CSAM exemption stays. The active-investigation exemption stays, still bound to “narrowly tailored and temporary.” The death-imagery exemption stays. The classification exemption — the national-security shield — is deleted from the statute.

Precision matters here, because the strawman writes itself and the Department will write it in a brief. Striking (E) does not “release classified secrets.” Section 2(a)’s public-release mandate always ran to unclassified records; (E) was the authority to black-bar classified segregable portions within released records, silently. With (E) gone, that authority is gone, and the only remaining channel for classified material in the public record is the one the original act built at 2(c)(3): declassify to the maximum extent possible, and where genuinely impossible, publish an unclassified summary of what was withheld. No more silent bars. Every national-security withholding becomes a visible, described, justified event. And EFTA II confirms this reading in its own text — its classified-access provision states that nothing in it “shall be construed to authorize the public release of classified information except in accordance with section 2(c)(3).”

Why this exemption? The bill does not say, and I will not pretend the record says more than it does. What can be said as fact: of five exemptions, the drafters — who have spent eight months inside the compliance fight, closer to the withheld remainder than any member of the public — chose to delete exactly one, and it is the one whose invocations Congress cannot independently audit. A victim-privacy redaction can be tested against a name. An active-investigation redaction expires by its own terms. A classification redaction is a locked box marked trust us, held by a Department that missed its deadline, inverted its exemptions, and un-published records without explanation. Legislators do not draft surgical strikes against provisions no one is using. Where a bill cuts tells you where its authors believe the concealment lives. That is an inference — marked as one — but it is the inference the rest of the bill exists to underwrite, because the (E) strike does not travel alone.

IV. The Shield-Wall Comes Down

Around the strike, the bill dismantles the Department’s remaining procedural architecture with the specificity of drafters working from a casualty list.

The privileges. New language inserted directly after the no-embarrassment clause provides that the Attorney General “may not invoke any common law privilege, including the deliberative process privilege, attorney-client privilege, attorney work-product privilege, or law enforcement privilege” to withhold, delay, or redact covered material, except as expressly permitted under subsection (c) — the same subsection the bill simultaneously narrows. The original act barred the political motive for concealment. The sequel bars the legal instruments. The pairing on the page is the argument: Congress no longer distinguishes between the two.

Touhy. For seventy years, the Department’s standard answer to state and local demands for federal records has been its own housekeeping regulations at 28 C.F.R. §§ 16.21–16.29 — the Touhy regulations, which convert every state subpoena into a discretionary request the Department may simply decline. EFTA II provides that those regulations “shall not apply to any request for, or production of, records pursuant to this Act,” that “no federal agency may invoke such regulations as grounds to withhold, redact, delay, or condition the production of any record,” and that the Act’s mechanisms “shall constitute the exclusive procedural framework governing State law enforcement access to records covered by this Act.” The gate the Department has kept since Eisenhower is, for this corpus, removed from its hands.

Removal. The cause of action reaches any “unlawful withholding, redaction, delay, removal, concealment, failure to publish, failure to produce, or failure to justify.” Read the fourth word in that list against the March record: thousands of records taken down from the Department’s own website after publication, with no apparent explanation. In camera. And the tightest fit of all: on July 2, the Department’s answer to a federal injunction was an offer to show additional materials “in camera” — behind closed doors with a judge. Thirteen days later, the bill’s production provision arrives with this sentence: “Production under this subsection shall not be limited to in camera review, and no protective order may prohibit the requesting attorney general of a State, district attorney, or other authorized State officer from possessing or using the records as necessary for an investigation or judicial proceeding.” The precise accommodation the Department offered a court six days before introduction is foreclosed by name. V. Who Gets to See Everything

Strip away the legal machinery and the bill does one simple thing: it ends the Justice Department’s monopoly on the file. Three groups of people get the whole record.

The victims. Any victim can demand her complete, unredacted file — everything the government has that names her, describes her, or documents what was done to her, including the FBI’s own internal interview reports. Not summaries. Not excerpts a lawyer selected. The file. If the Department stalls, she can sue in her home state, the court is required to move her case to the front of the line, and when she wins, the government pays her lawyers.

Every member of Congress. Any single senator or representative — no committee vote, no subpoena, no one’s permission — can send a written request and must be shown everything, unredacted, classified material included, within seven days. Five hundred and thirty-five people, each holding an individual key. The oldest excuse in Washington — nobody is allowed to see it — dies on contact.

All fifty state attorneys general. For a criminal investigation, a state prosecutor gets the complete file, classified portions included, reviewed in a secure room — and gets to keep it, copy it, and use it in court. The Attorney General of the United States is expressly forbidden from refusing “on the grounds that the material is classified.” He may request handling procedures. He may not say no.

And Congress built the courtroom door low on purpose. Under the bill, you’ve been harmed if the stonewalling damaged an investigation, blocked a victim’s statement, denied you information you were legally owed — or cost you a hundred dollars. One hundred dollars. After eight months of watching the Department argue that no one has standing to complain, Congress removed the argument.

One detail shows how closely the drafters were watching. On July 2, the Department’s best offer to a federal judge was to show additional materials “in camera” — behind closed doors, to the judge alone. Thirteen days later, this bill arrived with language forbidding exactly that arrangement as a ceiling: prosecutors get the records in hand, not a glimpse in chambers. VI. Every Black Bar Must Explain Itself

Right now, the released files contain millions of black bars justified in bulk — vague, collective explanations covering oceans of ink. The new bill changes one word in the old law: where the statute said all redactions must be justified, it now says each redaction. Every single black bar gets its own written explanation, published publicly and sent to Congress.

Here is why that one word is a revolution. Every explanation can now be checked. A member of Congress or a state attorney general can lift the bar, read what’s underneath, and compare it to what the government claimed. And an official whose explanation is false faces prosecution under the same federal laws used against people who lie to FBI agents or shred evidence — with the bill naming who’s on the hook, all the way to the top: “including the Attorney General of the United States and the Director of the Federal Bureau of Investigation.”

The redactions stop being a wall. They become a ledger — a public, signed, criminally enforceable record of exactly what the government decided you couldn’t see, entry by entry, with a name attached to every entry.

And the Department has already told us it sees this coming. In its July 2 court filing, it did not say it hasn’t violated the transparency law. It said: “the Department has not knowingly violated, nor has it ever acknowledged violating, the EFTA”. Read that adverb again. Knowingly. That is not a denial. That is a defense — drafted in advance, by careful lawyers, for a prosecution that doesn’t exist yet. Congress noticed the wordsmithing too: the bill punishes explanations that are misleading, not just false. The technically-true dodge is being written out of the game before it’s played.

VII. The Redactions Change Sides

For eight months, every black bar protected the government. This bill reverses the polarity.

Under the new law, if the Department blacked out your name in these files as a victim, that black bar is itself official recognition that you are one — and that recognition is what unlocks everything: your right to your complete unredacted file, and your right to sue when they stall. The government cannot hide a woman’s name without simultaneously handing her the key to the room.

Sit with that design for a moment. Every black bar the government drew to keep someone invisible now creates a person with the legal right to look behind it. The instrument of concealment becomes the instrument of discovery. Whoever drafted that clause understands this record the way its closest readers do: in these files, what the government hides is the most precise map of what it fears.

One flaw should be fixed before passage: the bill gives this right to living victims and says nothing about the families of victims who did not survive to use it. Given how many did not, that silence is not small.

VIII. Not One Man. A Network. In Law.

For seven years, the official story has had a convenient ending: Epstein is dead, Maxwell is in prison, case closed. This bill writes the opposite into federal law. It defines the “criminal network” to include everyone who “participated in, assisted, facilitated, funded, concealed, profited from, obstructed investigation of, or otherwise enabled” the abuse — and extends the list of crimes to money laundering, bribery, extortion, and racketeering.

Read those verbs slowly. Funded. Concealed. Profited. Obstructed. The money men. The fixers. The ones who made investigations disappear. None of them ever appeared on a flight log, and all of them are now inside the definition. Congress is no longer describing a dead predator. It is describing a living system — and giving that system a legal name, so that the next prosecutor doesn’t have to argue about what the case is. The law now says what the documents have said all along.

IX. New Mexico Is the Live Wire

Every provision above has a beneficiary already standing at the door, and his story is the whole story in miniature.

In 2019, New Mexico opened an investigation into Zorro Ranch — the sprawling property Epstein owned south of Santa Fe, where survivors say young women were brought and abused. Federal prosecutors in New York asked the state to stand down so the federal case could proceed. The state complied. The federal case ended weeks later in a Manhattan jail cell. And then: six years of nothing.

This February, after reading the files Congress forced out, New Mexico’s Attorney General Raúl Torrez reopened the case — saying the previously sealed FBI files warranted further examination — and this time state investigators searched the ranch itself. Then his office hit the same wall as everyone else. By his count, the federal files contain roughly 13,000 references to Zorro Ranch — most of it blacked out. His office made six requests for the records, starting February 13. More than 130 days passed with the files still locked away, while he warned of what delay costs a criminal case: witnesses scatter, memories fade, evidence degrades. And the office now telling New Mexico the records are tangled up in “the protective orders that are in place”? The same New York office that asked the state to stand down in 2019.

Here is why this front matters more than any other. A state prosecution is the one door Washington cannot lock. No federal plea deal, no federal immunity agreement, no decision made by any Attorney General in D.C. protects anyone from charges brought by a state. New Mexico answers to its own laws and its own people. This bill hands its prosecutors the complete, unredacted file — classified portions included — and forbids the federal government from burying it in a judge’s chambers or under a protective order. The federal government has shown us, across nineteen years and two smothered state investigations, what it does with exclusive custody of this case. If EFTA II becomes law, the exclusivity ends — and the reckoning starts in Santa Fe County.

X. The Clock

The Department will fight this. It will argue that only the President controls classified secrets, that individual members of Congress can’t sue the executive, and it will seek years of appeals. Let it. One independent journalist already sued under the existing law — and won. A federal judge found the Department “has conceded that he is in violation” of the Act and ordered black bars lifted. This bill doesn’t invent enforcement. It takes what one plaintiff proved possible and multiplies it by every victim, every state, and every member of Congress in America.

Now the clock. If the House doesn’t act within seven legislative days, a discharge petition circulates — the same tool that forced the original bill to the floor over leadership’s objections last fall. That bill passed 427 to 1. Every member who cast that vote is about to be asked whether they meant it. A vote for EFTA II is a vote to delete the national-security exemption from the Epstein files law, to open the complete file to themselves and to all fifty states, and to make lying about a redaction a crime with the Attorney General’s name in the statute. A vote against it is an argument that the last eight months — the missed deadline, the victims exposed while the powerful were protected, the records quietly deleted, the numbers that never add up the same way twice, the injunction, the stall — have earned the Department another season of trust.

So watch the next seven days closely. Watch who reads the bill before opposing it. And watch, above all, who understands exactly what subparagraph (E) was — the classified-information shield — and fights to keep it anyway. That is what the government released. EFTA II is the fight over what it still holds. In this record, as from the beginning, the architecture of concealment is the confession — and the confession is not finished.

For fifteen years, Bill Gates bought the most expensive silence in the history of philanthropy. In 2026, a subpoena did what $319 million couldn’t stop.

There is a custom-sized mannequin somewhere in the Gates communications apparatus. Its job was to wear Bill Gates’s clothes before he did — to let a styling team test which neutral crew-neck sweater, which pair of off-brand “Carbon” glasses from a boutique optician, would best project the image of a harmless, brilliant, world-saving nerd. Three outfits, presented to senior staff for approval, for each public appearance. The goal, according to current and former employees who spoke to The Wall Street Journal, was to make a man worth a hundred billion dollars look “reminiscent of Mister Rogers.”

That detail is genuinely revealing, and it is everywhere this week. But it is not the story.

The story is that the mannequin worked — for fifteen years. The story is how it worked, what it cost, and the precise moment this spring when it stopped working. Because the wardrobe was the smallest, cheapest part of a reputation-management operation that ran into the hundreds of millions of dollars and reached into the budgets of the very newsrooms we rely on to hold the powerful accountable. And what finally cracked it was not better journalism. It was a congressional subpoena — the one instrument Bill Gates could not write a check to redirect.

The machine

Start with the number, because the number is the story: at least $319 million.

That is the documented sum the Bill & Melinda Gates Foundation has channeled into news outlets, journalism-training programs, investigative centers, and press associations — a figure assembled by journalist Alan MacLeod, who reviewed more than 30,000 individual Gates Foundation grants for MintPress News. It is not a fringe finding. The Columbia Journalism Review reached the same conclusion a decade earlier, and Gates’s own hometown paper, the Seattle Times, reported back in 2011 that the foundation had devoted roughly $1 billion to “policy and advocacy” — about a tenth of its annual spending — much of which the paper described bluntly as “essentially public relations.”

Look at who took the money. NPR: $24.6 million. The Guardian: $12.9 million. The BBC: $3.6 million directly, plus nearly $53 million to its charitable arm, BBC Media Action. NBC, CNN, Le Monde, Der Spiegel, El País, Al Jazeera, The Atlantic. The investigative outfits we hold up as watchdogs — ProPublica, the Pulitzer Center, the Bureau of Investigative Journalism — each took Gates money too. So did The Lancet, the medical journal whose findings become tomorrow’s health headlines: at least $13.6 million for content.

Here is what that architecture purchased. Not flattery — absence. As CJR documented, Gates funding “appears to have altered the Guardian’s coverage” and “closed off large expanses of storyline,” specifically the storyline that mattered most: critical scrutiny of the Gates Foundation itself. When a single donor underwrites the global-health desk, the development desk, the journalist-training pipeline, and the press association your editor belongs to, you do not need to be told what not to write. The incentive structure tells you. MacLeod put it precisely: the institutions “we rely on to hold accountable one of the richest and most powerful men in the planet’s history are quietly being funded by him.”

For fifteen years, that was the deal. And it is why, in a 2019 YouGov poll, Bill Gates was ranked the single most admired man on Earth — ahead of the Dalai Lama, ahead of the Pope.

The crack

A reputation built on purchased silence has one fatal vulnerability: it depends on the story originating inside a newsroom. Control the newsrooms, control the story.

But you cannot buy a subpoena.

In late 2025, the House Oversight Committee subpoenaed Jeffrey Epstein’s estate. In January 2026, the Justice Department — acting under the Epstein Files Transparency Act — released roughly 3.5 million pages of documents, emails, flight logs, and images. None of it ran through a Gates-funded editor. None of it could be softened by a grant relationship. For the first time in fifteen years, the most consequential story about Bill Gates was being written by a branch of government that he does not fund.

The effect was immediate and visible — and the most telling evidence comes from the outlets he paid. Consider NPR, recipient of $24.6 million in Gates money. In February, on NPR's Wild Card with Rachel Martin, the host sat across from Melinda French Gates and said, on the air: "I have to acknowledge the elephant in the room at this moment. Your ex-husband, Bill, is named in the newest tranche of Epstein files. And there are new alleged details about his past behavior." The funded outlet, naming him, to his former wife's face.

It did not stop there. The Wall Street Journal ran the image-machine exposé that launched this week’s cycle. And Fortune documented something far harder than any wardrobe anecdote: that Jeffrey Epstein personally emailed the wiring instructions for a $5 million Gates Foundation grant to the International Peace Institute, a U.N.-affiliated think tank, in 2013 — part of more than $8.5 million the foundation sent that institution between 2013 and 2020, with Epstein acting as a conduit.

June 10

Which brings us to the date that matters.

On June 10, 2026, Bill Gates is scheduled to sit for a transcribed interview before the House Oversight Committee. He is slotted into a bipartisan investigation between Epstein’s former assistant Lesley Groff and the private-equity billionaire Leon Black. Chairman James Comer has confirmed the schedule publicly; the transcripts will be released; and as Comer has repeatedly noted, lying to Congress is a felony. This is a venue with no firewall. There is no editorial-independence clause to invoke, no grant to renew, no spokesperson to stand between Gates and the question. The same machine that for fifteen years guaranteed “only good press for Bill” has no jurisdiction in a congressional interview room.

Gates’s team has a defense ready, and it is worth naming so it can be dismissed. They will argue that any reduction in the foundation’s media and advocacy spending reflects the planned 2045 sunset — the spend-down of the endowment, not a loss of grip on the narrative. But the break was never about dollars. The break is qualitative, and it is undeniable: the outlets he funded are now running the story he paid them to avoid, and his own foundation has commissioned an external review of his “engagement with Epstein.” Institutions do not audit their own founder when image control is working.

What changed

For fifteen years, the most admired man on Earth was a manufactured product — engineered down to the sweater, propped up in part by a $319 million web of media funding that left the press structurally disinclined to scrutinize him. The product held because the story stayed inside the system the money controlled.

In 2026, the story escaped. It moved from the newsroom to the subpoena, from the editor’s desk to the committee transcript, from a venue Bill Gates funds to one he must simply answer. The mannequin can still pick the outfit. It cannot pick the questions.

On June 10, for the first time, Bill Gates will face a room he didn’t buy.

This piece relies on documented public records and primary reporting. Where the underlying evidence is disputed — such as draft emails of contested authorship in the Epstein files — those claims have been deliberately excluded. The argument here rests only on what is verifiable: the grant record, the on-the-record congressional schedule, and the published reporting of the very outlets that received Gates funding.

Three hearings this month asked the same question: did credentialed insiders withhold what Americans needed to consent? Democrats showed up for one of them. The empty chairs are the rest of this piece.

On Tuesday, May 12, House Oversight Committee Democrats convened a field hearing in West Palm Beach, Florida — within sight of Mar-a-Lago and the residence where Jeffrey Epstein abused girls for years — to take testimony from survivors. Ranking Member Robert Garcia announced that Democrats were “launching a new phase of the Epstein investigation.”¹ Survivors testified under oath. One, identified only as Roza, described being trafficked from Uzbekistan at eighteen and discovering, after the Epstein files were released, that her name appeared in them more than five hundred times.² Another, Courtney Wild, recounted being recruited at fourteen.³ Representative Summer Lee named what the architecture had produced: “a system that asks survivors to carry the burden of proof, the burden of patience, the burden of pain — while people with wealth and power are given time, protection, and silence.”⁴

The Democrats were right to hold this hearing. The survivors were right to be heard. The institutional architecture they were describing (and which I have painstakingly documented over the past few months here) — credentialed insiders, federal records withheld, accountability evaded by the very people charged with delivering it — is the right diagnosis, and the right object of public attention.

Three months before the Telegraph asked how Jeffrey Epstein landed at a Royal Air Force base, Prince Andrew sent him a Christmas email. The federal record now contains both — and what the Epstein network said when the Telegraph called.

In February 2026, former British Prime Minister Gordon Brown sent letters to six police forces — London, Surrey, Sussex, Thames Valley, Norfolk, and Bedfordshire — calling for investigation into whether Andrew Mountbatten-Windsor used taxpayer-funded jets and active Royal Air Force bases to facilitate meetings with Jeffrey Epstein.[1] Brown named RAF Marham specifically. The UK Defence Secretary subsequently ordered the Ministry of Defence to review all records of Epstein flights at RAF bases.[2] Brown returned to the question on April 29, 2026 in The New Statesman, calling the British state’s “unacknowledged role” in the Epstein affair “by far the biggest scandal of all.”[3]

The question Brown is pressing in 2026 — how did a man who would later be convicted of sex offenses against minors gain access to active British military airfields, and who helped him — was raised in print fifteen years ago. The Telegraph published it. The story did not break through.

What the federal record now shows is that the Epstein network knew the story was coming, knew it was true, and mobilized to manage it.

This piece walks through that documentary record in three parts: the relationship the records establish, the Telegraph publication that surfaced it, and the response apparatus the federal documents now make visible. Every fact below is anchored to a Bates-numbered page in the United States Department of Justice Epstein Files Transparency Act release.

I. December 22, 2010: “My US family”

To understand what Brown is asking, start with a Christmas card.

On December 22, 2010 at 8:23 PM, an email arrived in Jeffrey Epstein’s personal Gmail inbox at jeevacation@gmail.com. The sender field read simply: The Duke. The subject line: Happy Christmas. The attachment: a JPG titled “York Family E-card.jpg.”

The body, in full:

“Dear [redacted],

Wishing you a wonderful Christmas and spectacular entry into 2011. It was great to spend time with my US family.

Looking forward to joining you all again soon.

A

I’ll call you tomorrow around 1800 my time as I am moving the family up to Sandringham during the day.

HRH The Duke of York KG”[4] [EFTA02394628]

Read what the four sentences actually say.

Andrew Mountbatten-Windsor — at this date the Duke of York, the Queen’s second son, and the United Kingdom’s official Trade Envoy — is in direct, personal email correspondence with Jeffrey Epstein. The relationship has a category: “my US family.” The visits are recurring: “looking forward to joining you all again soon.” And on the day before the email, Andrew tells Epstein his movements: he is moving his family to Sandringham — the Queen’s private Norfolk estate — and will call from there.

Two and a half years before this email, Epstein had pleaded guilty to soliciting a minor for prostitution. He had registered as a sex offender. He was on federal supervised release. None of that ended the relationship. The Christmas email is two months before the Telegraph would query the Sitrick public-relations firm about Epstein’s prior landings at British military airfields. It is seven months before US Customs and Border Protection would renew Epstein’s federal Visa Waiver Program carrier authority through 2018.[5]

Andrew is calling Epstein his US family. He is telling Epstein his Royal-residence movements in writing. He is signing the formal closing as HRH The Duke of York KG — the post-nominal KG is Knight of the Garter, the most senior order of British chivalry. Knights of the Garter do not, as a rule, send their movements to convicted sex offenders.

This is the relationship Brown’s letters are now asking British police to examine.

II. March 11, 2011: The Telegraph published it

Three months later, the Telegraph ran the story.

On Friday March 11, 2011, the Daily Telegraph published a piece by veteran journalist Peter Stanford titled “Whatever Happened to the Maxwells?” The article was a profile of the Maxwell family in the wake of Robert Maxwell’s death twenty years earlier, anchored to Ghislaine Maxwell’s relationship with Epstein. The relevant paragraph, verbatim from the EFTA scan:

“Soon after her arrival in New York, Ghislaine Maxwell — who has never married — started to appear on the arm of the immensely wealthy Epstein. Their friendship has proved enduring. She was alongside him on his private jet when he flew in to RAF Markham in 2000 to visit Prince Andrew at Sandringham, and she is there, too, hovering, slightly uneasily, in the background of a by-now familiar photograph of the Queen’s second son with his arm around the waist of a 17-year-old, allegedly hired as a masseuse for Epstein.”[6]

What that paragraph published, in 2011:

That Epstein flew his private jet to a Royal Air Force base in November 2000.[7] That Ghislaine Maxwell was on the aircraft. That the purpose of the trip was to visit Prince Andrew at Sandringham. That a photograph existed of Andrew with his arm around a 17-year-old girl described as “allegedly hired as a masseuse for Epstein.”

That photograph — the one the Telegraph called “by-now familiar” in March 2011 — would, over the following decade, become one of the most-reproduced images in the global press: Prince Andrew with his arm around the waist of Virginia Giuffre, then seventeen, with Ghislaine Maxwell visible behind them. Giuffre would later allege that on the night the photograph was taken, she was trafficked to Andrew. Andrew denied the allegation. Giuffre settled a civil suit against him in 2022. She died in April 2025.

In March 2011, all of this was already on the public record in the Telegraph. The flight to a British military airfield, the Royal visit, the photograph, the seventeen-year-old, the “alleged masseuse” framing. None of it was secret. It ran on Friday, March 11, 2011, in one of the United Kingdom’s largest national newspapers.

The investigation that should have followed did not follow.

Andrew remained Trade Envoy until July 2011. Epstein’s federal carrier authority was renewed in October 2011. The story, as a story, was deflected with sympathetic op-eds — Daily Telegraph columnist Dominic Lawson published “I stayed at Epstein’s so don’t hound Andrew” on March 13, two days after the Stanford piece — and the news cycle ended.

That is what Gordon Brown is now asking British police to undo.

III. The response apparatus

What was happening inside the Epstein network during these days is what the federal record now makes visible.

The story Stanford published on March 11 had been forecast to the network on March 9.

On Wednesday, March 9, 2011 at 11:39 AM, Thomas S. Mulligan of Sitrick And Company — the New York crisis-communications firm Epstein retained — emailed his colleagues Tony Knight and Mike Sitrick. Subject: “query from London Telegraph.” Importance: High. The body:

“Jon Swaine of the Telegraph dug up old flight records showing that in November 2000, Epstein’s plane landed twice at RAF airfields, once at RAF Marham and once at RAF Horsham. His questions: How did Epstein get permission to land at military bases? Did anyone — namely Prince Andrew — help him get permission?”[8]

Sitrick forwarded the query to Epstein at 7:41 PM the same day, marked High. Epstein forwarded Sitrick’s email to a contact identified in the chain as “Gmax.”[9] [EFTA01837627]

Gmax replied: “I think that’s crap and not true and you should say So.”

Epstein replied:

“just spoke to larry,,, its true.”

Gmax replied:

“Shit..”

Six lines, total. The single email exchange settles three questions at once.

Who knew the story was coming. Sitrick’s office. Epstein. Gmax — whose email handle, timing, and substantive engagement with a story about Maxwell’s role on the aircraft point to one identification.[10] Larry — Larry Visoski, Epstein’s Chief Pilot — who two months earlier had written to US Customs and Border Protection in Newark acknowledging in writing that “the owner of the Aircraft is a registered sex offender and is sometimes subject to enhanced scrutiny.”[11]

What they confirmed about the underlying facts. That the November 2000 RAF landings happened. “Just spoke to larry,,, its true.” No qualification, no hedge, no challenge to the flight records the Telegraph had pulled.

What the network’s reaction was. “Shit..” — the federal record’s preserved one-word response from a person whose former corporate vehicle, Air Ghislaine Inc., would three months later be renamed Freedom Air International and submitted by Epstein’s attorney for federal Visa Waiver Program renewal.[12]

Two days later, Stanford’s article ran. Within the network, the response apparatus mobilized. The Stanford piece was forwarded at 15:18 on March 11 by Robert Neal of Skellig Partners, LP, with the subject line “your pals,” to a recipient identified as David. Lesley Groff — Epstein’s executive assistant, later indicted on federal sex-trafficking conspiracy charges — was on the cc line of the resend.[^13]

The Telegraph published. The article circulated within the network within hours. The crisis-PR firm worked the response. Sympathetic op-eds appeared in the same paper two days later. The story did not break through.

IV. What this is

The federal record does not, by itself, prove that Prince Andrew helped Epstein obtain clearance to land at RAF Marham in November 2000. The records that would prove or disprove that — Ministry of Defence flight clearance authorizations, RAF base visitor logs, Foreign Office and Trade Envoy correspondence from 2000 — are British records, held by the British government, and they are precisely the records Gordon Brown’s February 2026 letters demanded that British police obtain.

What the federal record does prove is everything around the question.

It proves that fifteen years ago, an experienced Telegraph reporter — Jon Swaine, now an investigative journalist at The New York Times — pulled flight records and asked the question in writing. It proves that Epstein’s crisis-communications firm escalated the query to Epstein the same day. It proves that Epstein checked with his Chief Pilot and confirmed in writing that the landings happened. It proves that Maxwell, on hearing the answer, said “Shit..” It proves that two days later the Telegraph published the airfield, the Royal visit, the photograph, and the seventeen-year-old. It proves that the network had Andrew’s personal Christmas email three months earlier — “my US family,” signed HRH The Duke of York KG — sitting in Epstein’s inbox the entire time.

It proves that the story did not have to wait until 2026 to be told.

The story Gordon Brown is now asking British police to investigate ran in 2011. The corroborating documentary record was sitting in Epstein’s email account that whole time, and is now in the United States Department of Justice public release. The reason Brown’s intervention matters in 2026 is not that he is raising new facts. It is that he is asking, with the moral and political weight of a former Prime Minister, what the British state failed to do when the Telegraph put the facts on its front page in 2011.

The Ministry of Defence is now reviewing the records. Six British police forces have the letters. The US federal record has the corroboration.

The question this time is whether the answer gets buried again.

Two days ago I published the federal renewal record: Director Dennis McKee of CBP’s Fines, Penalties and Forfeitures Division countersigned three Visa Waiver Program carrier agreements for Jeffrey Epstein’s aviation entities on October 28, 2011, with the internal review note “no evidence the previous contract was terminated.” The piece anchored on the Chief Pilot’s January 2011 written acknowledgment to CBP Newark that “the owner of the Aircraft is a registered sex offender” (EFTA01098451), and it followed Vaiva Martinonyte’s complete arc through the operation in February–March 2013.

The May 5 piece named three of the four federally licensed carriers: Hyperion Air, JEGE Inc., and L.S.J. LLC.

This piece is about the fourth one.

It’s a shorter story. But what it documents is, in some ways, harder to explain away than anything in the original four — because what happened to the fourth carrier during the renewal cycle is something CBP’s own contract handler said the agency would catch.

CBP didn’t catch it.

The fourth carrier

The entity was incorporated as Air Ghislaine, Inc. It was named for Ghislaine Maxwell. By June 2011, while CBP’s renewal cycle was active, the company had been renamed to Freedom Air International, Inc. Darren Indyke, Epstein’s longtime personal lawyer, signed the renewed Form I-775 as Vice President.

Six weeks later, in the third week of July 2011, the corporate ownership of Freedom Air International transferred from “GM” to a previously-unseen Delaware LLC called FSF, LLC.

We know this because Indyke wrote it down.

On July 28, 2011, at 10:44 AM, Indyke emailed Universal Weather & Aviation — the federally licensed flight-support firm that processed the Epstein I-775s — with a question:

“Please find out who I need to talk to about this. I believe that since Freedom Air International’s owner has changed from GM to FSF, LLC last week, we may have to file some kind of notice in connection with the visa waiver. Find out who I need to speak to about this and give me the number.” (EFTA00429560)

The previous corporate identity of “Freedom Air International” was Air Ghislaine. The “GM” in Indyke’s sentence is, in context, hard to read as anyone other than Ghislaine Maxwell. But for present purposes, the inference doesn’t matter. What matters is what Indyke is disclosing: the corporate ownership of a federally licensed VWP carrier had changed during the renewal cycle, and Epstein’s lawyer was unsure whether the change required notice to the federal government.

He asked Universal Weather. Universal Weather answered.

The reply CBP should have to explain

Adam Hartley, Supervisor of Universal Weather’s Regulatory Services Team, replied on August 2, 2011, at 19:24 UTC. The text of his reply is the documentary core of this piece:

“I confirm that there are no additional forms or declarations that you need to submit to DHS in regards to your recent ownership change. The documentation (I-420 & I-775) are in direct relation to the operator or carrier and not the owner. DHS will research the ownership structure of your carrier during the vetting process. Should they have any questions during that process, they will contact Universal and we will work with you to provide any necessary information.” (EFTA00429558)

And in an earlier reply on August 1:

“There is no new paperwork required, since the operator name is not changing. Any ownership changes will be found by CBP.gov when they are vetting you as a carrier.“ (EFTA00429559)

Read those two sentences as the federal-process question they are.

Hartley — the regulated-services supervisor at the firm that handles federal carrier paperwork for hundreds of operators — is telling Indyke that DHS does conduct an ownership-vetting process during VWP carrier review. He is telling Indyke that this process will research the ownership structure. He is telling Indyke that any change will be found by CBP during vetting. He is telling Indyke that no proactive notification is required because the federal vetting will surface the change on its own.

Then CBP countersigned the renewal on October 28, 2011.

There are two readings, and only two:

Either the vetting Hartley described actually happened, in which case CBP examined the ownership of Freedom Air International, identified that the corporate owner had transferred mid-renewal from “GM” to FSF, LLC, and approved the renewal anyway.

Or the vetting Hartley described did not happen — in which case the ownership-research process that the federal flight-support industry believed CBP was running was not actually running, and the Director-level countersignature was issued to a corporate entity whose ownership had changed in writing during the active review window without anyone at CBP looking.

There is no third reading. Either CBP saw the change and proceeded, or CBP didn’t see the change because CBP wasn’t looking.

The federal record establishes a federal-process failure either way. The May 5 piece established the outcome — McKee’s countersignature, the “no evidence the previous contract was terminated” note, the renewal of a registered sex offender’s federal carrier authority through 2018. This piece establishes the gap in the process that produced that outcome, in the federal record’s own words.

What FSF, LLC is

I cannot tell you, from the EFTA corpus alone, what FSF, LLC is. The Bates documents establish only that the entity received the corporate ownership of Freedom Air International in approximately the third week of July 2011. The entity’s principals, registered agent, and beneficial ownership require Delaware corporate registry records that are not part of the federal release.

Three letter monogram corporate names for closely held LLCs typically correspond to principal initials, an asset name, or a property reference. FSF could be an Epstein-network internal vehicle (the Epstein corporate web includes a Foulk Road / Foulk Street address that holds Hyperion and JEGE entities). It could be a vehicle created specifically to receive the Air Ghislaine / Freedom Air ownership. It could be tied to a third-party principal whose identity has not yet appeared in the corpus.

Delaware records will resolve this. The company was formed on or before mid-July 2011; its formation documents and its registered agent are public records in the Delaware Division of Corporations. Whoever holds membership interest in FSF, LLC — directly or through nested entities — held federal Visa Waiver Program carrier authority from October 28, 2011 through the contract’s scheduled expiration in 2018.

That answer is recoverable. I will pursue it.

Two findings that surround the FSF transfer

While we’re on the gap between what the federal process was supposed to do and what it actually did, two more documents from the EFTA production deserve to be in the same record.

The first is from May 28, 2013, eighteen months after McKee countersigned the renewal. Thomas Mukamal sent Epstein a draft paper laying out VWP eligibility rules — including, specifically, “available to both crew and passengers hailing from Visa Waiver Program participating country...” — including for crew and passengers on private vessels. Epstein’s same-day reply engages with the policy logic of who would and wouldn’t participate based on visa availability, framed around private vessels and non-VWP nationals.

This is not someone receiving routine paperwork. This is policy-level engagement with the federal program — addressed specifically to the maritime context that includes Little St. James. Two years after his federal carrier authority was renewed, Epstein was substantively conversing with named correspondents about how VWP rules apply at the program’s operational margins.

The second is from March 21, 2014, ten months later. A foreign national in the Epstein network attempted to enter the United States on private aircraft under the Visa Waiver Program — and was refused at a port of entry. The email back to the network reads:

“Try to call you I can’t get enter US with a private plan with the visa waiver program. So I need to buy a ticket should I do it or will you?” (EFTA00372483 / EFTA00372488 / EFTA00372491 / EFTA00372495)

A CBP officer at a port of entry, on a specific day in March 2014, did the thing the contract-renewal process did not do: stopped a movement. The denial was issued; the foreign national fell back to a commercial ticket; the network was asked to cover the cost.

The two enforcement layers — the contract-renewal level at McKee’s office, and the port-of-entry level where individual CBP officers stamp passports — operated independently. The renewal level approved the carrier authority for an entity owned by FSF, LLC, signed for by Epstein and Indyke. The port-of-entry level sometimes refused individual movements under that same authority. The federal compliance framework had its hands in two different pockets, and they did not share.

The federal investigators came back

The May 5 piece ended with a structural question about the federal government. The corpus contains a documentary update to that question.

On December 8, 2021 — two years after Epstein’s death, during the active prosecution of Ghislaine Maxwell — a USANYS-originated email forwarded as “Fwd: FROM CBP” sits in the EFTA production. The visible content shows a CBP record about a specific female foreign national, with biometric identifiers: “10 Prints: Yes... Fingerprint 1 Yes... Waiver Ground...” — forwarded by the United States Attorney’s Office for the Southern District of New York into what would become the EFTA production.

A “Waiver Ground” notation in a CBP record is documentary evidence about a VWP entry. SDNY had access to CBP records about specific individuals who entered the United States under the Epstein-network carrier authority, and at least one such record was reviewed and forwarded by federal prosecutors during the Maxwell prosecution period.

The carrier authority is not closed history. The federal investigators came back for the records a decade after the renewal — and the records were there.

What this adds to the May 5 record

The May 5 piece established that the federal government renewed a registered sex offender’s carrier authority through 2018, after written notice from his own pilot, with an internal review note that confirmed the procedural rather than substantive nature of the review.

This piece establishes that the procedural review should have included an ownership-vetting process — the federal flight-support industry believed it did, and Universal Weather’s regulatory services supervisor said so to Indyke in writing. It establishes that this vetting was either ignored or skipped entirely, because the corporate ownership of one of the four federally licensed Epstein carriers transferred in writing during the active renewal window, and CBP countersigned the renewal anyway.

It establishes that the man whose carrier authority CBP renewed continued to engage in policy-level discussion of VWP rules years after the renewal — including the maritime application that maps to Little St. James.

It establishes that port-of-entry CBP officers, working under the same statute as McKee’s office, occasionally enforced VWP rules against individual movements under the network’s authority — meaning the institutional silence at the contract-renewal level was not uniform across the federal bureaucracy.

And it establishes that, ten years later, federal prosecutors at SDNY came back for the entry records the carrier authority had created.

The Director-level federal accountability story the May 5 piece told runs through Dennis McKee’s office. The federal-process failure this piece documents runs through FSF, LLC — the corporate entity that held the federal authority from October 2011 to 2018, and whose membership composition is not yet on the public record.

A Note Before You Watch

I want to ask something of every reader before pressing play: the story of the architecture must not eclipse the women and the men who lived inside it. The twenty prior installments of this series have done close documentary work — building, exhibit by exhibit, the federal record of what Epstein and his network were operationally pursuing. That work matters. But the EFTA exhibits are not the moral center of this story. They never were. The moral center is the people who were trafficked through these properties, who told the truth for years, and whose testimony was treated — by federal investigators, by major newspapers, by the apparatus that decides which voices count as evidence — as the unreliable speech and delusion of the traumatized.

The reason I cite EFTA documents so heavily is not because the documents are the standard against which testimony must measure itself. The opposite is true. The testimony has been the truth all along. The documents are merely the federal record finally catching up. What is genuinely new in 2026 is not what the survivors are saying. It is that the United States government’s own paper trail now corroborates what they said in 2009, in 2015, in 2019, and in every year between.

The Three Failures of the 2019 Framing

In July 2019, three weeks before Jeffrey Epstein died in federal custody, The New York Times published a story that has aged in a particular way. James B. Stewart, Matthew Goldstein, and Jessica Silver-Greenberg reported that Epstein had told scientists, over years of dinner parties and private conversations, that he wanted to “seed the human race with his DNA” by impregnating women at his New Mexico ranch. One of the Times‘s key sources, the computer scientist Jaron Lanier, said Epstein had explicitly modeled the plan on the Repository for Germinal Choice — a real California sperm bank, founded in 1980, that solicited samples from Nobel laureates and high-IQ donors with the avowed goal of improving the human gene pool.

The story was written in a register of careful incredulity. The reporters documented the aspiration and found “no evidence that Mr. Epstein’s interest in genetics translated into anything more tangible.” Scientists who had encountered the idea described it variously as “eccentric,” “creepy,” and “delusional.” The implicit framing was clear: this was the perversity of a wealthy criminal’s fantasy life, not an operational program. A footnote to a sex trafficking case, not a separate investigation.

That framing has now been examined three times — and failed each time.

The first failure came from the documents. In Part 10 of this series, “Engineering Humanity: Inside the Emails Linking Epstein to CRISPR’s Commercial Dawn,” I documented six clusters of EFTA exhibits showing Epstein operating as a connective node in early CRISPR commercialization between 2014 and 2017 — including a senior Harvard evolutionary biologist who credited Epstein with personally inducing a CRISPR gene drive collaboration with George Church’s lab. In Part 14, “Ubermensch: Eight Years of Jeffrey Epstein’s Human Cloning Program, Documented,” twenty-four federal exhibits established that what the Times described as dinner-party speculation was, in fact, an eight-year operational pursuit. Active correspondence with George Church beginning November 2011. A 2013 skin biopsy at Massachusetts General Hospital, personally arranged by Church, producing iPS cell lines stored in liquid nitrogen at Harvard Medical School. A $10 million biotech investment portfolio pitched to Epstein by Church in July 2014. A legal investment vehicle formed in August 2014 by Epstein’s longtime attorney Darren Indyke. A 2017 Harvard PGP newsletter still addressing Epstein as an enrolled participant. And in 2018, a fully operational investment relationship with biohacker Bryan Bishop running an overseas surgical laboratory toward a company whose stated objective was the first live birth of a human designer baby or human clone within five years.

The mainstream press, working from the same EFTA release, has confirmed the documentary core. CNN reported in February 2026 that Epstein had paid for genetic testing and stem cell work through Joseph Thakuria — the MGH physician introduced to Epstein by George Church — explicitly contemplating CRISPR edits to Epstein’s own cells “believed to increase longevity.” The Telegraph reported the same week that Epstein was “in advanced discussions about funding a gene-editing company.” The narrow-aperture framing of 2019 — eccentric dinner-party talk — has not survived contact with the documents in any major outlet that has examined them seriously.

The second failure came from federal investigators. In the unredacted files made available to a small number of members of Congress, Rep. Melanie Stansbury — the New Mexico Democrat whose district contains Zorro Ranch — found what she has described publicly as evidence the FBI declined to act on. Among the documents: a November 2019 email tip from someone identifying themselves as a former Zorro staffer, alleging that “two foreign girls were buried” in the hills outside the property “on orders of Jeffrey and Madam G,” after both “died by strangulation during rough fetish sex.” The tip was forwarded to the FBI in 2019. It was, by every indication available, never investigated. Stansbury’s review of the unredacted file prompted her to formally ask the New Mexico Attorney General to reopen the criminal investigation. The state DOJ began its long-overdue search of the property in March 2026 — twenty-six years and untold survivor accounts after the abuse there began.

The third failure is the one this article is about. It came on 60 Minutes Australia, with Shantae Davies — a survivor who was trafficked by Epstein from 2001 to 2005, between the ages of 17 and 21 — sitting for an interview about Zorro Ranch specifically. Asked which of Epstein’s properties was the most frightening, she named Zorro without hesitation: “just giant and quiet and literally in the middle of nowhere... miles and miles of just mountains and dirt for miles.” Asked what happened in her room there, she answered: “Rape. Yeah, it was full on forced on sexual um rape.”

Then she said something else. Asked about rumors she had heard from other survivors at Zorro, Davies described:

“girls waking up in sort of like a dark room with like a female doctor standing over them, feeling like maybe there is some kind of procedure that had happened that they weren’t aware of. And I believe this is in the files. I’m sure there’s something in there about a baby actually being born and then just disappearing — like Ghislaine taking it. I personally never witnessed anything like that, but I do remember overhearing conversations about trying to create the perfect baby, the perfect baby, the perfect gene pool. And I know that there was sort of a hunt, if you will, for the perfect gene pool.”

Stansbury, asked about what she had read in the unredacted files, used parallel language. Among the documented allegations, she said, were “the harvesting of sex organs,” “women having forced abortions or forced pregnancies or coerced pregnancies,” and the overall pattern of “the most horrible and heinous things that anyone could imagine.”

Each of these claims, in 2019, would have been treated as the flotsam of trauma — distorted memories, conflated rumors, the kind of thing victims sometimes say that gets quietly redacted from their formal statements because it sounds too far-fetched to anchor a prosecution.

A fourth failure is now in active federal litigation. On April 27, 2026, journalist and former MSNBC host Katie Phang filed suit in the U.S. District Court for the District of Columbia (Case No. 1:26-cv-01417) alleging that Acting Attorney General Todd Blanche has systematically violated the Epstein Files Transparency Act — through missed deadlines, failure to redact victim-identifying images, improper redactions of co-conspirator identities, unexplained redactions of grand jury material, and the specific suppression and retraction of documents referring to Donald Trump. The complaint alleges that DOJ released photos of nude minors that should have been redacted, and simultaneously redacted the names of senders of communications including "your littlest girl was a little naughty" and "I found at least 3 very good young poor but we was so tired." The complaint notes that Blanche himself has stated the underlying investigation is "over" — eliminating, by DOJ's own admission, the only legal basis for redactions related to an active prosecution. The federal record on which this article relies, in other words, is itself currently alleged to be incomplete and unlawfully restricted.

The federal record now establishes that none of them are far-fetched. The federal record establishes — in some cases with operational specificity — that the survivors were describing, accurately and from inside the building, the behavioral signature of a program the documents independently prove existed.

What follows is not new documentation. Parts 10 and 14 already did that work, and the primary sources are public on the DOJ portal. What follows is the corroboration mapping the prior installments could not yet do — claim by survivor claim, set beside the federal record that now confirms it.

What Davies overheard at Zorro between 2001 and 2005 is, at the level of vocabulary, the same vocabulary the documents use.

In July 2016 — eleven years after Davies’s last visit to the ranch — Epstein wrote to the cognitive scientist Joscha Bach in a thread that explicitly engaged race-IQ arguments without dispute. Epstein proposed a concept for what he called “ubermensch,” which he glossed as “the combination of the best of humans” assembled across demographic groups. He suggested an alternative term: “super intelligence. or uberintelligence” (EFTA00824159).

The framing in the email is not narrowly racial. It is transhumanist — the assembly of optimal traits into engineered superior humans. But the working vocabulary — the best of humans, combination, the perfect — is the working vocabulary of someone who, according to a survivor with no access to his email, was overheard in his New Mexico ranch a decade earlier discussing “the perfect baby, the perfect gene pool.”

Davies could not have read the Bach email in 2026 and built her testimony around it. She gave the testimony of overhearing those phrases as a teenager during years she was being raped at the property. The email post-dates her last contact with Epstein by more than a decade. Either she anticipated his future correspondence, or — far more parsimoniously — she heard, in real time, the ideational framework the documents independently establish he held throughout the entire span of his trafficking operation.

The documentary record contains not only the framework but the operational pursuit of it. The $10 million biotech portfolio George Church pitched to Epstein in July 2014 (EFTA01918194) included, as line items: supercentenarian genome sequencing, aging reversal via CRISPR and epigenetic reprogramming factors, “genome engineering of humans for space,” and cold-resistant elephants engineered with mammoth DNA — a portfolio whose unifying logic is exactly the engineered-superior-human framework. Three months after Church sent that portfolio, Epstein’s attorney Darren Indyke formed the legal vehicle to invest in it (EFTA00995805).

When Davies says she overheard a “hunt for the perfect gene pool,” she is describing — at the linguistic level — what Church’s pitch deck describes at the budget level.

This is the survivor claim that, in 2019, would have read as the most fantastical. Against the documents, it reads differently.

The Bryan Bishop relationship, documented across more than ten EFTA exhibits between July and November 2018, was an operational program with a surgical laboratory. Bishop’s August 30, 2018 update to Epstein (EFTA_R1_01837436 / EFTA02625486) described “ongoing mouse surgeries and microinjection” and “human sperm modification experiments by an unnamed Mississippi contact that ‘doesn’t work for my purposes yet.’” Earlier in the same thread, in response to Bishop’s program description, Epstein wrote: “i like implant embryo, wait 9 months. great ending.”

The legal architecture Bishop and Epstein built around the program — documented in their October 2018 exchange (EFTA01019549, EFTA01019439) — was specifically designed to evade U.S. jurisdiction over human applications. Bishop’s three legal pathways: keep U.S. activity confined to R&D and animal testing, route human applications through “overseas medical tourism partnerships,” and sell additive DNA to overseas clinics as a supplier rather than a practitioner. The lab in question was in Ukraine. Bishop also met in Lithuania with Simon Black, founder of Sovereign Man, the platform for offshore asset structuring.

The structural feature of this program is that human procedures, by design, would not happen on American soil. They would happen overseas, on women whose presence in those overseas locations would not be documented in U.S. medical records or subject to U.S. consent law. (The Epstein Exposed researchers have separately documented at least nine foreign women moved to New Mexico between 2009 and 2017 under the cover of “English-language testing” — a compartmentalized recruitment system whose operational signature parallels the offshore-routing logic of the Bishop program.)

This is not the same as saying procedures from the 2018 Bishop budget happened at Zorro Ranch in 2003. The documents do not establish that. What they establish is the structural fact that — eight years before Bishop, fifteen years after Davies first encountered the ranch — Epstein’s network was actively building exactly the kind of legal architecture that would render procedures performed on trafficked women undocumentable: no medical record, no consent paper trail, no jurisdictional remedy.

The medical-record dimension of that architecture is not theoretical. Virginia Giuffre, in her own 60 Minutes Australia interview, described waking up at Epstein’s New York mansion in a pool of her own blood, in pain she could not explain, with no clear memory of what had been done to her:

“I thought it was a miscarriage, but I’m not too sure. I have no idea because the medical reports, they lie... Jeffrey even lied on my admission to the hospital. He put... I was born in 1982. I was born in 1983. But he took the doctor to a corner. They whispered about something. Had no idea. I was out of earshot. And nobody asked questions.”

Giuffre’s account establishes, from inside the operation, what the documents establish from above it: a system in which medical events affecting trafficked women were processed through compliant practitioners who falsified records and asked no questions. The “doctors, psychiatrists, gynecologists, dentists” Giuffre named as complicit are the user-end correlate of the legal architecture Bishop and Epstein built four years after Giuffre’s last contact with the network.

When Davies reports that survivors described waking up in dark rooms with female doctors standing over them, having no memory of what had been done to them, she is describing the user-end experience of the architecture the documents independently prove was being built. Whether the procedures she heard about were performed at Zorro, at Bishop’s Ukraine lab, at a related facility, or in some intermediate stage of the program’s evolution between 2001 and 2018 is a question the documents do not answer. What the documents do answer is whether the program had the technical, legal, and personnel infrastructure to perform such procedures and conceal them.

The answer is yes, and was yes by at least 2014.

A separate detail in the documentary record sharpens this further. The biological program had its own biology in active storage. By August 2013, Epstein’s own skin biopsy — taken at MGH, personally arranged by George Church, paid for through Epstein’s accountant Rich Kahn at HBRK Associates — had produced viable fibroblast cell cultures held in liquid nitrogen and slated for iPS cell line creation (EFTA02131791). iPS cells are the precise cellular technology underpinning therapeutic cloning and somatic cell nuclear transfer. Bishop, in 2018, would describe his preferred technique as “more similar to cloning which does not require an injection to the biodad” (EFTA01015485) — a description consistent with iPS-based nuclear transfer methodology.

When The New York Times reported in 2019 that Epstein wanted to “seed the human race with his DNA,” the framing was that this was rhetorical aspiration. The documents establish that his DNA was, in literal terms, in storage at Harvard Medical School, in a state of cellular preparation that is technically suitable for nuclear transfer cloning, with a biohacker eighteen months away from accepting his money to attempt human applications.

“A baby actually being born and then just disappearing”

This is the survivor claim hardest to evaluate against the documents, because the documents establish program intent, structure, and timeline — they do not establish a specific birth.

What can be said is what Bishop wrote, in the use-of-funds spreadsheet for what he called, in writing, “the designer baby and human cloning company” (EFTA01003966):

“This gets us out of our self-funded ‘garage biology’ phase to the first live birth of a human designer baby, and possibly a human clone, within 5 years.”

Bishop’s five-year timeline ran from August 2018 to August 2023. Epstein died in August 2019, taking with him whatever direct relationship existed with Bishop’s lab. What happened to the program after that point is not established by the EFTA release. The Ukraine lab existed. The mouse work was active. The legal architecture for overseas human applications was in place. Bishop, as of the EFTA documents, was operational.

The Davies testimony describes events from 2001–2005, well before the documented Bishop relationship. The documents do not establish that a 2001–2005 iteration of the program had reached the live-birth stage Bishop was budgeting for in 2018. What they do establish is that intent had been continuous. Epstein’s first documented cloning correspondence with Church (November 2011, EFTA01850962) was already in the register of someone returning to a known topic (”did the cloning issue, give you pause?”), to which Church replied that he was “working toward this goal fairly rapidly.” By April 2014, Richard Merkin was asking Epstein casually for “cloning updates” (EFTA01925437), as one would inquire about an ongoing concern.

What Davies overheard, Virginia Giuffre experienced as a direct proposition. In the same 60 Minutes Australia interview series, Giuffre — who was trafficked through Epstein’s network beginning at age 16 and who took her own life in 2025 after two decades of carrying this fight — described being asked, when she was 18 or 19 years old and on Little Saint James, to bear a child for Epstein and Maxwell:

“They asked me to have a kid for them. They tried to sweeten the deal by saying you would get a monthly allowance. We would buy you a house. Everything would be great. Your kid would be taken care of. But you’d have to sign a form that, you know, like I would basically be signing my child over to them if I wanted to do that.”

The proposition was structured. There was a contract. There was a sign-over. There was a financial package. This is not the speculative aspiration the Times described in 2019. This is, by an on-record named survivor, the operational ask being made to a trafficked teenager more than a decade before Bishop wrote the budget for the live-birth program. The intent the documents prove was continuous was, on Giuffre’s account, also being acted upon at the user-end of the operation.

The continuous program intent, together with Davies’s account of overhearing a baby disappearing, leaves a question the documents cannot answer alone: whether earlier, less institutionalized iterations of the same operational pursuit produced events that the survivors witnessed from inside the building, but that no document captured because the early-phase pursuit operated below the threshold of formal correspondence.

This is the kind of question only a forensic search of Zorro Ranch could begin to answer. Such a search began in March 2026, under the direction of the New Mexico Department of Justice. The federal government, between 2008 and Epstein’s death in 2019, never sought a warrant on the property — the only major Epstein property federal authorities declined to search. Hector Balderas, the former New Mexico Attorney General who in 2019 had been preparing the state’s own case, told 60 Minutes Australia that handing his investigation to federal authorities was “probably be a tactical mistake that I’ll live with for the rest of my life.”

Stansbury’s summary of the unredacted files included the claim of “harvesting of sex organs.” This is the claim least possible to evaluate without seeing the unredacted record. What can be said is that the public record of Epstein’s documented investments included a venture explicitly built around the production of human-transplantable organs.

eGenesis — pitched to Epstein by George Church in October 2014 (EFTA02090913), with structured investment terms of either a $1.5 million convertible note (15% discount, 8% interest) or a 9.09% preferred equity stake at a $15 million pre-money valuation — was a xenotransplantation venture. Its stated mechanism, in Church’s pitch email: “we deliver human transplantable organ by engineering animals.” The animals were pigs; the engineering was CRISPR-mediated removal of immunological barriers; the goal was the production of organs suitable for transplant into human patients.

This is, today, a scientifically legitimate field of research, and eGenesis is a real company that continues to pursue it. The presence of an organ-engineering investment in Epstein’s pipeline does not establish that organ harvesting from human victims occurred at Zorro Ranch. The two are different categories of activity.

What the eGenesis pitch does establish is that Epstein’s investment portfolio operated, during the years of his trafficking operation, in proximity to commercial efforts to produce transplantable human-compatible biological material. The conceptual distance between “engineer pigs to grow human-compatible organs” and the survivor allegations Stansbury is describing is large in scientific terms but smaller than zero in ideational terms — both inhabit the same imaginative space of the human body as engineerable substrate.

Forced and coerced pregnancies are a different matter. Bishop’s budget proposed “the first live birth of a human designer baby” — an operational outcome that, by definition, requires a pregnancy. The “rough fetish sex” framing of the November 2019 FBI tip — combined with Davies’s testimony about the room where “Jeffrey’s ready for his massage now” meant rape — establishes that pregnancies arising from those rapes, had they occurred and gone to term, would have happened inside an operational environment that Bishop’s later documents prove was specifically configured to manage and conceal exactly such outcomes.

The Architecture Was Always the Wrong Center of Gravity

This series has documented, across twenty installments, a recurring structural pattern. The same design principles appear in the Project Molecule donor-advised fund architecture (Part 1), the Ebola governance proposals (Part 4), the polio intelligence channel (Part 5), the DARPA pursuit (Part 8), the CRISPR commercialization investments (Part 10), and the human cloning program (Part 14). Private actors moving significant outcomes through structures specifically designed to minimize accountability. Anonymous investment. Offshore routing. Regulatory arbitrage. Deniability by design.

This pattern is what makes the Zorro survivor testimony qualitatively different post-EFTA than it was pre-EFTA — but I want to be careful about what I am claiming when I say that.

I am not claiming that the documents make the testimony true. The testimony was already true. Shantae Davies did not become more credible because Bryan Bishop wrote a budget. Annie Farmer did not become more credible because George Church sent an investment pitch. Virginia Giuffre, who carried this fight for two decades and is no longer alive to see it confirmed, did not become more credible because someone forwarded a New York Times article to a biohacker in 2018.

What changed in 2026 is not the truth-value of survivor testimony. It is the public defensibility of disbelieving it.

Before the documents were public, a survivor describing “a hunt for the perfect gene pool” overheard at a New Mexico ranch could be set aside as a traumatic distortion by anyone who wished to set it aside. After the documents — with Epstein’s own “ubermensch” framework in his own words — anyone setting aside that testimony is making a choice that requires defense.

Before the documents, a survivor describing other women waking up in dark rooms with female doctors after unremembered procedures could be heard as horror-movie inflation of real abuse. After the documents — with their explicit overseas-lab architecture, their explicit “implant embryo, wait 9 months. great ending,” their explicit five-year timeline to first live birth — anyone hearing that testimony as inflation is making a choice the documents now make difficult.

Before the documents, a 2019 FBI tip about two foreign girls buried after death-by-strangulation during “rough fetish sex” could be filed as the unverifiable kind of rumor responsible investigators set aside. After the documents — with the FBI’s well-documented decision not to search Zorro, not to follow the tip, not to coordinate with New Mexico’s state investigators who had it ready to prosecute — the question is no longer whether the tip was credible enough to act on. The question is why, having received it, federal authorities chose not to find out.

What the documents do, post-EFTA, is reverse the burden of proof. Before, the survivors carried it. They had to convince listeners their accounts were not distorted. Now, the burden has shifted to the institutions that did not investigate. They have to explain, against the federal record, why they treated as fantastical a set of claims the federal record now demonstrates were structurally consistent with documented operational pursuit.

The two records — the documents released through EFTA and the survivor accounts now being collected by the New Mexico Truth Commission and shared in venues like 60 Minutes Australia — are corroborative in a way that would be impossible if either were fabricated. A survivor inventing her testimony in 2026 to fit the documents would have to have invented it before 2019, when the documents were sealed. A document operation fabricating evidence of a cloning program would have to have anticipated, before 2019, the specific vocabulary trafficked women would later use to describe what they overheard.

Neither is plausible. What is plausible — and what the convergence of the records establishes — is that the survivors and the documents are independently reporting on the same operation, from different layers of access, with concordant findings.

What This Establishes — and What It Does Not

Established by the federal record: That Jeffrey Epstein, between 2009 and 2018, conducted a sustained operational pursuit of human cloning and germline modification, involving correspondence with George Church, an MGH skin biopsy, iPS cell lines stored at Harvard, a $10 million Church investment portfolio, an Indyke-formed legal vehicle, a 2018 designer-baby company funded at $9.5 million, an overseas surgical laboratory, and a sustained eight-year intellectual and financial relationship with the leading institutional figures in modern genome engineering.

Established by the survivor testimony and contemporaneous reporting: That Zorro Ranch was the site of repeated rape and sexual abuse of trafficked women including Shantae Davies, Annie Farmer, Virginia Giuffre, “Jane,” and others; that survivors at Zorro overheard discussions of “the perfect baby” and “the perfect gene pool”; that other survivors described unremembered procedures conducted by female doctors; that a contemporaneous tip alleged two foreign girls were buried near Zorro after deaths during rape; that men were among those describing rape at the property.

Established by the convergence: That the survivor testimony describes, with linguistic precision, the operational vocabulary and procedural signature of the program the federal record independently establishes was being built. The testimony and the documents are mutually corroborative. Each makes the other harder to dismiss without an explicit argument as to why.

Not established by either record alone: That specific procedures from Bishop’s 2018 program were performed at Zorro Ranch in earlier years. That a successful live birth of an Epstein-fathered child occurred. That the two foreign girls in the November 2019 tip can be identified, located, or recovered. That any specific named scientist in Epstein’s network — Church, Nikolic, Nowak, Bishop, or others — had operational knowledge of activity at Zorro Ranch. These are questions the New Mexico investigation, the Truth Commission, and any future federal action will have to answer.

Established by the absence: That the federal government, between 2008 and 2019, declined to search the only major Epstein property where federal action did not occur; declined to act on the November 2019 tip about buried bodies; and declined to coordinate with the state of New Mexico, which was prepared to prosecute. The reasons for that absence are not in the public record, and the question of why has now been formally posed to the New Mexico Attorney General by a sitting member of Congress.

The Aspiration Was Never the Question

In 2019, The New York Times documented Jeffrey Epstein’s stated desire to seed the human race with his DNA and described it as eccentric. The implicit standard of evidence was: did the aspiration translate into operations? The reporters concluded it had not.

By 2026, the EFTA release has answered that question. The aspiration translated into operations. The operations spanned eight years, multiple universities, multiple investment vehicles, multiple jurisdictions, and a documented timeline to first live birth.

The remaining question — the question the survivor testimony is now placing on the table — is not whether the operations existed. It is whether the operations had a downstream end that occurred to actual women in actual rooms at an actual ranch in New Mexico, and whether the federal authorities who declined to investigate that ranch did so because they did not know, or because they knew enough to prefer not to find out.

The first New Mexico Truth Commission report is due by the end of July 2026. The Zorro Ranch search began in March 2026. Members of Congress with access to the unredacted files have indicated that what they are reading exceeds what has been described publicly. Survivors are giving on-record testimony for the first time about what they experienced at the property, and the language they are using is not the language of trauma distortion. It is the language the federal record independently proves was being used by the people Epstein corresponded with, at the time he was raping the people who overheard them.

For two decades, the aspiration was the dismissal. The corroboration was always going to be the documents — if the documents existed, if they were ever released, if anyone reading them noticed they matched what survivors had been saying all along.

The documents existed. They were released. The match is now in the public record.

To the survivors whose accounts informed this piece — the ones still alive to tell, and the ones, like Virginia Giuffre, who are not — thank you. You were never the unreliable narrators of this story. You were the only reliable narrators, from beginning to end, and the courage it took to speak up against unimaginably great adversity was and always will be nothing less than legendary. The documentary work of this series has always been pointing toward what you were saying. We just needed the federal record to catch up to you. The federal record has now caught up.

Whatever else happens at Zorro Ranch, in the New Mexico Truth Commission, or in whatever federal action may yet be compelled — that fact is now settled, and it cannot be unsettled. The architecture has been documented. What was done inside it is the question that survivor testimony, supported by the search of the property and the proceedings to come, may finally be permitted to answer in the venue it has always deserved.

Six women who now say Jeffrey Epstein abused them lived in four London flats he rented in the years after Britain’s Metropolitan Police declined to investigate him. The rent was paid from Epstein’s personal accounts, including one at Coutts — the bank used by the British royal family. One woman was moved in sixteen days before his arrest.

In February I reported that the United Kingdom’s National Crime Agency had run a classified intelligence operation on Jeffrey Epstein’s British connections from its Washington embassy — beginning in January 2020, reaching the FBI’s Criminal Investigative Division at the Deputy Assistant Director level, and establishing a standing mechanism to route UK-captured financial intelligence on Epstein’s network to FinCEN, the U.S. Treasury’s financial crimes unit. The documents released under the Epstein Files Transparency Act established that the intelligence existed, that it reached senior federal officials, and that British financial systems were capturing Epstein-related transactions that American authorities potentially lacked. What those documents did not yet establish — because the specifics remained redacted — was what the intelligence was about.

The BBC has now published the answer.

In an investigation released this month, the BBC identified four flats in the London borough of Kensington and Chelsea where Epstein housed women who have since come forward as victims of his abuse. Six women who lived in those flats are confirmed victims. Rent was paid from accounts that the NCA was already flagging to American authorities in 2020. One flat was funded through Coutts — the private bank that holds the accounts of the British royal family. The intelligence the NCA transmitted to the FBI was not abstract suspicious-activity reporting. It was the paper trail of active trafficking infrastructure. British banks captured it. British authorities read it. Britain did not act on it.

The Housing Layer

Between 2018 and 2019 — years during which the Metropolitan Police had already declined to investigate Virginia Giuffre’s 2015 trafficking complaint and a second woman’s complaint was reaching the Met — Epstein rented four flats in the affluent borough of Kensington and Chelsea. According to receipts, emails, and bank records contained within the DOJ’s EFTA release and traced by BBC reporters over a months-long investigation, six women who lived in those flats have since come forward as Epstein’s victims.

Their rent, utilities, English-language school fees, and in at least one case a $2,000 monthly allowance on an Epstein credit card, were administered directly from his accounts. One flat was funded through Coutts. Another was traced through a 10,000-page credit card bill. A third surfaced in a shipment of gifts. The fourth appeared in emails between Epstein, one of the women, and the letting agents.

Epstein was not merely the landlord of record. The BBC identified a 2019 Skype exchange in which he was messaging a young Russian woman living in one of the flats. She asked him for money for English classes and household furnishings. She asked for visa advice for another Russian woman who was due to come and stay. Epstein — a man who would be dead in jail within months — was administering the day-to-day logistics of the housing himself.

The BBC also identified 53 Eurostar tickets purchased by Epstein to move women between France and England from 2011 to 2019. Thirty-three of those tickets were purchased after Giuffre’s 2015 trafficking complaint. Ten were purchased in the final six months of Epstein’s life. One woman was transported to London sixteen days before his arrest.

This is the operational layer the NCA’s financial intelligence was tracking.

On February 6, 2026, the Paris prosecutor’s office opened two investigations into Epstein’s activities in France, focused on human trafficking and money laundering. Three women have come forward to French authorities with complaints against people in Epstein’s circle.

It is expected to report this summer. The third-party investigators have not been publicly named.

A note from the author: I have been reporting on American and British institutional entanglements with Jeffrey Epstein’s network since the U.S. Department of Justice released roughly three million pages of files under the Epstein Files Transparency Act earlier this year. I am also a named plaintiff in Finn et al. v. Global Engagement Center et al., a federal civil rights case in the Middle District of Florida, against several of the institutional actors adjacent to the British political networks described below — including the Center for Countering Digital Hate. I disclose this so that the reader can weigh the evidence accordingly. The documents cited here are primary sources, verifiable against the DOJ release, and speak for themselves.

Most Americans have not been following the scandal that is currently consuming the British government. It is worth a paragraph of background before the real story begins.

In December 2024, Britain’s newly elected Prime Minister, Sir Keir Starmer, announced that Peter Mandelson — a Labour Party elder, former European Union trade chief, and longtime friend of Jeffrey Epstein — would be the United Kingdom’s next ambassador to the United States. Mandelson had written to Epstein in 2009 calling him “my best pal.” He had stayed at Epstein’s New York residence while Epstein was serving his Florida sentence for soliciting a minor. In September 2025, after further correspondence surfaced, Starmer fired him. In February 2026, British police arrested him on suspicion of misconduct in public office while in government.

Last week, The Guardian revealed that Britain’s own security service had recommended against granting Mandelson the clearance required for the ambassadorship — and that the Foreign Office had overruled the recommendation. The permanent head of the Foreign Office was forced to resign. On Monday, Starmer told the House of Commons he had not been told about the failed vetting, called it “frankly staggering,” and survived the day only narrowly. Sir Olly Robbins, the former Foreign Office chief, testifies before Parliament’s Foreign Affairs Committee tomorrow morning. Members will ask him who overruled the security service, and when the Prime Minister knew.

American readers may recognize one adjacent name from this political orbit. In December 2025, the U.S. State Department placed a visa ban on Imran Ahmed, the British-born founder and CEO of the Center for Countering Digital Hate, as part of a foreign-policy sanctions package that also named the former European Union commissioner Thierry Breton and the CEO of the Global Disinformation Index, Clare Melford. Secretary of State Marco Rubio accused the group of having “led organized efforts to coerce American platforms to censor, demonetize, and suppress American viewpoints.” A federal judge in the Southern District of New York temporarily blocked Ahmed’s deportation. The litigation is ongoing. What most Americans following that case may not know is that the Center for Countering Digital Hate was created, according to the investigative reporting of Paul Holden in The Fraud and of Matt Taibbi in Racket News, inside the British Labour Party’s internal factional apparatus, by operatives who were direct protégés of Peter Mandelson. The same British political network that produced Britain’s ambassador to the United States also produced the institution whose U.S.-based CEO is now facing deportation for attempting to influence American speech from abroad.

Those are narrow scandals, each confined to its own paperwork. The broader question is available on the public record. It belongs in Tuesday’s hearing, in the Ahmed litigation, and in the American press. And it is, properly understood, an American story — about what a foreign government was doing inside its own embassy on American soil, for five years, before it sent Jeffrey Epstein’s closest British correspondent to run the building.

A phone call in November 2019

Jeffrey Epstein died in a federal jail cell in August 2019. He had been arrested a month earlier by the FBI on federal sex-trafficking charges. The United States had spent the better part of a decade failing to bring him to trial, and in the weeks after his death, pressure built across jurisdictions to reconstruct what had been missed.

In November of that year, the Financial Conduct Authority — the British equivalent of the U.S. Securities and Exchange Commission — picked up the phone to another British agency, the National Crime Agency. The FCA had reason to believe, they said, that Jeffrey Epstein had been in a close personal relationship with Jes Staley, then Chief Executive of Barclays, one of the largest banks in the world. The FCA had already been in contact with the U.S. Department of Justice about it. Staley was later banned from senior financial roles for having misled the regulator about that relationship.

That phone call was the start of what would become a continuous, multi-agency, classified British intelligence operation on Jeffrey Epstein’s British network. It was run, by design, from the British Embassy in Washington.

What an embassy is for

An embassy is not just a building where diplomats hand out visas. It is the physical and legal interface between two governments on foreign soil. Inside the British Embassy on Massachusetts Avenue, along with the ambassador and his political staff, are officers seconded from British law enforcement agencies — including the National Crime Agency, Britain’s closest equivalent to the FBI. Their job is to handle cases that cross the Atlantic, working directly with their American counterparts.

On January 6, 2020, the National Crime Agency’s International Liaison Officer at the embassy transmitted a formal classified intelligence document to the FBI’s Criminal Investigative Division. The document is catalogued in the U.S. Department of Justice’s Epstein files release as EFTA01721768. Its subject line is plain: “Intelligence for FBI — Payments linked to Jeffrey EPSTEIN.”

It was not a tip, and it was not a courtesy. It was a finished intelligence product. It traced Epstein-connected payments across at least fourteen named international banks, in six currencies, running from 2010 through 2019. It identified four corporate vehicles under Epstein’s beneficial ownership. It named specific accounts, specific dates, specific amounts. And it stated its own purpose, in the document’s own words: “to assist in potential child sexual exploitation and human trafficking investigations.”

This is a detail the American reader may want to sit with. The government of the United Kingdom had produced a classified dossier on Jeffrey Epstein’s financial architecture, with the explicit purpose of assisting American investigations into the sexual exploitation of children, and had hand-delivered it to the FBI from a building on Massachusetts Avenue — five and a half months after Epstein’s death, four and a half months into the first wave of American public reckoning with what his network had been.

The Iveagh notification

Five months later, on June 30, 2020, the National Crime Agency transmitted a second formal document from the same embassy to the same FBI unit. This one, catalogued as EFTA00037470, named a specific British subject: Clare, Countess of Iveagh, at that time the President of the West Sussex branch of the National Society for the Prevention of Cruelty to Children — Britain’s oldest and largest child-protection charity.

The NCA document flagged publicly reported allegations that Lady Iveagh had been a close contact of Jeffrey Epstein, and that she had traveled and stayed with him on multiple occasions. It asked the FBI whether a parallel British child-safeguarding review would interfere with American investigations. It requested that the matter be handled with sensitivity and not made public.

Whatever the reader’s prior views on British aristocratic philanthropy, this moment in the documentary record is worth registering. The British state, acting through a classified channel into American law enforcement, was actively managing the implications of its own citizens’ proximity to Jeffrey Epstein — including people serving in senior positions of trust involving children.

The marker system

By late August 2020, the operation had begun to generate a peculiar institutional problem. British banks, operating under British legal obligations to file reports on suspicious financial activity, were capturing Epstein-related transactions that American institutions apparently had not. The NCA officer in Washington began routing this material to the FBI through Britain’s financial intelligence unit — the UK equivalent of America’s FinCEN — and on September 11, 2020 (EFTA00148721), he wrote something remarkable to his American counterpart.

He said, essentially: we’d been assuming the FBI already had this, because the underlying U.S. financial institutions should have flagged it. But it looks like the reporting is only surfacing on our side, because of British legal obligations you don’t have. So let us put a standing marker on anything coming in, and route it to you systematically, to make sure nothing slips through the gaps.

The officer whose region this fell under was identified in the thread, unredacted: Paul Jenkins, head of the National Crime Agency’s Western Hemisphere region.

What the NCA was proposing was not a one-time intelligence handoff. It was the construction of a permanent pipeline. British-captured financial intelligence on Epstein’s network would be routed, continuously, into the FBI.

2023: the pipeline was still producing

Three years later, the pipeline was still generating friction inside the U.S. system. Between March 27 and April 19, 2023 (EFTA00162401, EFTA00162415, EFTA00144231), the FBI’s FinCEN Liaison Officer and the FBI’s New York Field Office worked through a deconfliction request involving 45 Epstein-related subjects, tied to an active FBI investigation file catalogued as NY-3027571. The subjects had been surfaced in FinCEN disclosure requests arising out of the JPMorgan and Deutsche Bank civil litigation over those banks’ handling of Epstein’s accounts.

Many of the underlying reports concerned transactions that had occurred more than a decade earlier, with the reports themselves filed “roughly a decade later.” Retrospective suspicious-activity reports, in other words, filed on Epstein-network transactions that were only now being reconstructed. The FBI’s New York office formally objected to their release.

The British intelligence pipeline that had been set up inside the Washington embassy in 2020 had, by 2023, become part of the connective tissue of the continuing American investigation into Jeffrey Epstein’s financial infrastructure.

The appointment

On December 19, 2024, Britain’s new Prime Minister, Sir Keir Starmer, announced that Peter Mandelson would be the United Kingdom’s next ambassador to the United States.

Mandelson’s relationship with Jeffrey Epstein is not a matter of speculation. It is documented in the same January 2026 Department of Justice release that contains the NCA intelligence pipeline. Mandelson wrote to Epstein in 2009, while Epstein was serving his Florida sentence, calling him “my best pal.” He stayed at Epstein’s New York residence that same year.

In 2009 and 2010, during and after the global financial crisis, Mandelson — then a senior British Cabinet minister — forwarded sensitive British government readouts to Epstein, material that the American tax lawyer Dan Neidle and British broadcaster Channel 4 News have separately established was of potential market-moving significance. In September 2025, after further emails surfaced, Starmer fired him. In February 2026, British police arrested him.

Eight days before the December 2024 appointment was announced, Starmer was given a due diligence report warning of Mandelson’s continuing relationship with Epstein — including the specific fact that Mandelson had stayed at Epstein’s New York house while Epstein was serving his sentence. That fact is already on the public record, through the Mandelson Files released by the British government in March 2026.

The timeline, in one paragraph

The Financial Conduct Authority first contacted the National Crime Agency regarding Jeffrey Epstein in November 2019. Peter Mandelson was appointed British ambassador to the United States on December 19, 2024. Between those two dates, for sixty-one months, British state agencies maintained an active classified intelligence channel into American law enforcement on Epstein’s financial and child-safeguarding architecture, running out of the same embassy Mandelson would shortly occupy.

What this is, and what it is not

This is not a vetting story. A vetting review can determine who overruled Britain’s security service in January 2025. It cannot determine why a British government, whose own agencies had been generating classified intelligence on Jeffrey Epstein’s British network continuously since 2019, appointed Epstein’s most prominent British correspondent to run the embassy from which that intelligence was being routed.

That is not a procedural question. It is a question about what the United Kingdom knew about the American investigation it was quietly supporting, and what it chose to do with that knowledge when it came time to fill the role at the top of it.

On Monday, Prime Minister Starmer announced that the Cabinet Office would examine “any security concerns raised during Peter Mandelson’s tenure.” The documentary record is already in the public domain. It was released by the U.S. Department of Justice. It can be read by any American who wants to read it.

The embassy already knew.

In December 2012, a sitting British Prime Minister's team personally offered to expedite a UK visa for one of Jeffrey Epstein's young female associates. The offer routed through the senior British diplomat in New York. The email is sitting in the US Department of Justice's Epstein Files — and nobody has reported it. Parliament meets Monday.

Because the story is not about immigration policy. It is about what immigration policy looks like on the other end: for the kind of person who, instead of waiting, picks up the phone.

Between 2003 and 2016, Jeffrey Epstein — the American financier who is now universally known as a child sex trafficker, and who died in a federal jail cell in 2019 while awaiting trial — had operational access to two governments’ immigration systems.

On the US side, four of his companies held federal approval to move foreign nationals across the US border; he personally signed the US Department of Justice paperwork in 2005. One of the companies was named Air Ghislaine, Inc. — a Delaware corporation apparently named for Ghislaine Maxwell, his longtime partner, who is currently serving a 20-year federal sentence for helping him traffic minors.

On the UK side, the British Prime Minister’s office expedited visas for his associates.

This article is about the UK side.

As is the case with my previous investigative pieces in this series, every document cited here is in the US Department of Justice’s public release of the Epstein Files — a body of roughly 3.5 million pages made public under the Epstein Files Transparency Act, which President Trump signed into law in November 2025 after Congress passed it near-unanimously. The documents are retrievable at justice.gov/epstein. The identifying numbers — “EFTA” followed by a seven- or eight-digit string — are the Bates numbers the Justice Department uses to catalog the production. They appear throughout this piece and, in full, in the methodology section at the end.

The specific email at the heart of this article has not, to date, been reported by any UK or American news outlet.

What happened on December 5, 2012

It was just before midnight in London on Wednesday, December 5, 2012. A British investor named Ian Osborne was in Las Vegas, in and out of back-to-back meetings at the Goldman Sachs internet conference. When he finally got to his phone, he saw he had missed two calls from Jeffrey Epstein.

The calls were about a visa. Someone — her name is redacted in the public document — needed a UK visa in a hurry. Her application had been routed to the British Embassy in Paris; it had gotten stuck. Epstein had been trying to reach Osborne to fix the problem.

At 23:51:54 UTC — just before midnight in London — Osborne wrote back. The subject line carried only “Re:”. The first sentence apologized for missing the call. The second sentence was this:

“I’ve heard back from No. 10 — the Paris embassy isn’t able to sort this out.” (EFTA00659281)

“No. 10” is 10 Downing Street — the official residence and working office of the British Prime Minister. Think of it as the UK equivalent of the White House. If someone writes that they have “heard back from No. 10,” they mean they have just been in contact with the Prime Minister’s staff.

The Prime Minister in December 2012 was David Cameron, a Conservative, in his third year in office. Ian Osborne was not a member of his government — Osborne was a private British investor, later the founder of the technology investment fund Hedosophia — but he was a longtime adviser and informal ally of Cameron’s. And he had, as the rest of this article will document, routine access to Downing Street.

Osborne’s email to Epstein continued:

“Rather incredibly, the UK Embassy in paris contracts out all its visa applications to an outside agency (hence having to mail the application) and that company does the fingerprinting, vetting etc. Only in emergencies can the embassy issue temporary visas. So I fear it won’t be possible to sort for this weekend.”

So Paris was out. Then came the alternative — the operational offer from the Prime Minister’s team:

“What the PM’s team has offered is when [NAME] is in New York, i.e. next week, to have the Consulate-General take care of it in 3-4 days. I’m in touch with Danny Lopez, the new HM Consul-General and I’m to notify him when she’s ready to submit. I know this doesn’t solve Saturday but should take care of the next 5 years.”

Translated into plain English: the Prime Minister’s staff, having looked at the problem internally, offered to route the application through the British Consul-General in New York — Britain’s senior diplomat for the New York region. Osborne was personally in touch with that diplomat, a man named Danny Lopez, who had been appointed to the New York role in July 2011 and served until 2016. The expected turnaround was three to four days. The expected output was a five-year multiple-entry UK visa.

Epstein’s reply, one minute and thirty-one seconds later, was one word: “thanks.”

The Bates number for the Osborne email is EFTA00659281. For Epstein’s reply, EFTA00949763.

Four facts sit on the face of that email, each of which can be verified by anyone with an internet connection:

1. The sitting UK Prime Minister’s staff personally consulted on whether and how to expedite a UK visa for an associate of Jeffrey Epstein.

2. When the default route (the Paris embassy) couldn’t deliver, the PM’s team proposed an alternative — routing through Britain’s senior diplomat in New York.

3. The intermediary, Ian Osborne, was in direct personal contact with that diplomat.

4. The expected deliverable was a 5-year UK visa, processed in 3–4 days.

The year was 2012. Epstein had been out of prison for three years. He had served 13 months in a Palm Beach work-release program following a 2008 conviction for soliciting prostitution from a minor. He was a registered sex offender at the time of the December 2012 email.

This is not what the immigration system is supposed to do for anyone

A UK visa processed in three to four days, with five-year multiple-entry validity, is not a routine administrative outcome. It is a favor — one that requires specific institutional intervention to produce.

The Home Office, which governs UK immigration, publishes service standards for visa processing. For a standard visitor visa issued at a British Visa Application Centre, the target turnaround is three weeks, often longer in practice. Five-year multiple-entry visitor visas require demonstrating a documented travel history, financial standing, and a pattern of prior UK visits — they are not issued casually, and they are not the default outcome of a single application. Applications routed through the Consul-General in New York — rather than a visa processing center — are not a generally available option. That channel exists for diplomatic and governmental exceptions.

What the December 2012 email describes is the Prime Minister’s office producing a governmental exception for an associate of a convicted sex offender. For a reader who has ever waited on a normal visa, this is the point where the story becomes concrete.

The US side: four Epstein companies, one named Air Ghislaine

The UK visa email did not come out of nowhere. For nearly a decade before December 2012, Epstein’s corporate network had been moving people across the US border under federal immigration authority — not as the beneficiary of exceptions, but as an authorized carrier of the US government’s own visa-waiver program.

Here is what the DOJ production documents.

January 2003. Two Epstein-controlled aviation entities — Hyperion Air, Inc. and JEGE, Inc., both operating out of 457 Madison Avenue, New York, under the legal representation of Epstein’s longtime lawyer Darren Indyke — received approved Form I-775 agreements from the US Immigration and Naturalization Service (INS). These agreements authorized the companies to transport nonimmigrant visitors to the United States under the Visa Waiver Program — the federal regime that allows citizens of designated countries (like the UK, France, Germany, Japan) to enter the US for up to 90 days without a visa. A carrier signatory on Form I-775 is essentially a commercial operator vouching to the US government for the eligibility of its passengers. Bates EFTA00310737–EFTA00310755.

August 2003. TSA security waiver request forms were filed for the three-aircraft Epstein fleet — a Gulfstream 2 (tail number N909JE), a Boeing 727-100 (N908JE), and a Bell 407 helicopter (N491GM). The passenger section of those filings named two individuals: “EPSTEIN, JEFFREY E, 20-JAN-53, AMERICAN” and “MAXWELL, GHISLAINE.” Bates EFTA00310745, EFTA00310759. This is, on the face of a federal aviation-security filing, Jeffrey Epstein and Ghislaine Maxwell listed together as authorized passengers on an aircraft operating under a federal visa-waiver carrier agreement. August 2003 is five years before Epstein’s first criminal conviction; seventeen years before Maxwell’s.

April 6, 2005. Jeffrey Epstein personally signed a third Form I-775 agreement with the INS, in New York, in his own hand. The signatory was L.S.J., LLC — a Virgin Islands entity registered to 6100 Red Hook Quarters, Suite B-3, St. Thomas (a known Epstein-network address). Epstein signed as “Managing Member.” His signature, printed name, and title are visible on the signatory page. Bates EFTA00600341.

May 2011. US Customs and Border Protection — which in 2003 absorbed the INS — wrote formally to Air Ghislaine, Inc., a Delaware company registered at 1209 N Orange Street, Wilmington. CBP was confirming the company’s status as a continuing signatory to the Visa Waiver Program and requiring it to renew its paperwork under a new corporate designation. The renewal forms were executed the following month in New York, by Darren K. Indyke — Epstein’s lawyer — signing as Vice President of a company now named Freedom Air International, Inc. Bates EFTA00310728–EFTA00310732.

May 2016. Epstein’s flight-support operation, Universal Weather & Aviation (the same firm that had handled the 2003 TSA filings and the 2005 L.S.J. signing), worked through the logistics of a day-trip from St. Thomas to Bermuda en route to Paris — aboard a JEGE-registered Gulfstream 4. The operational question: whether a Belorussian-passport-holding passenger needed a Bermuda visa. The answer, from Cedar Aviation in Bermuda: no, provided she held a US Green Card or US visa. Bates EFTA01739694.

The architecture here is not complicated. Between 2003 and 2016, at least four Epstein-controlled companies — Hyperion Air, JEGE, L.S.J., and Air Ghislaine / Freedom Air International — operated as signatory carriers under the US Visa Waiver Program. Epstein signed the paperwork personally in 2005. One of the companies was apparently named for Ghislaine Maxwell.

The December 2012 UK visa email — in which the Prime Minister’s office expedited a five-year UK visa for an associate of Epstein through the British Consul-General in New York — is not an isolated fact. It is the UK-side expression of the same architecture: a convicted sex offender whose network was operationally integrated with the immigration machinery of both countries.

The Osborne channel: this was not a one-off

The December 5, 2012 email is one of roughly 2,846 emails in the DOJ production that are responsive to a search for “Ian Osborne.” Across those messages, Osborne’s access to 10 Downing Street during David Cameron’s government is continuous, routine, and documentary.

July 23, 2011. Osborne forwarded Epstein an email originating from Cameron’s senior staff. The sender was Rohan Silva, then Head of the Prime Minister’s Policy Unit — the small team inside No. 10 that shaped Cameron’s policy agenda. The email was sent from rsilva@no10.x.gsi.gov.uk, an address on the UK Government Secure Intranet scoped to 10 Downing Street itself. Silva’s message, co-signed with Steve Hilton (Cameron’s Director of Strategy, later a Fox News contributor in the US), was informal:

“Hi — a funny one this, but Steve and I are really keen to meet up with Woody Allen.”

Osborne forwarded it to Epstein with a cover note:

“Dear Jeffrey, Just in case your friend Woody Allen is interested... If he is London any time soon, they would love to welcome him to No 10.”

Epstein wrote back: “woudl cameron be there?”

Osborne’s reply:

“Yes, we would arrange it so that Cameron would be there for at least part of his time at No 10.”

The two most senior political advisers in David Cameron’s Downing Street — Silva and Hilton — routed a Woody Allen meeting request through Osborne, who routed it to Epstein. Osborne told Epstein the sitting Prime Minister would personally attend. Neither Silva nor Hilton has, as of the date of this article, been publicly asked about this exchange.

March 18, 2012. Osborne emailed Epstein rescheduling a meeting: “I’ve been called to an 8am here tomorrow with the PM and can’t get back from Paris in time.” A Monday-morning meeting with the Prime Minister of the United Kingdom, called on less than 24 hours’ notice, displaced the Osborne-Epstein schedule. Bates EFTA01839699.

April 2, 2012. Osborne to Epstein, at 12:56 UTC (just before 2 PM London time): “Just at Downing St. Will call in 1-2 hours when done here...” Bates EFTA00718913. Osborne was inside 10 Downing Street, mid-day, telling Epstein to wait for his call.

April 17, 2012. Osborne declined a dinner invitation from John Brockman, founder of the intellectual-salon organization Edge Foundation. The dinner was at Brian Eno’s London studio; Epstein was cc’d on the invitation, along with senior editors from Nature, The Economist, The Guardian, and Wired. Osborne’s reason for declining: “Sadly I’ve got to be at meetings in Downing Street thru at least 8pm.” Bates EFTA02554029.

March 18, 2013. Osborne to Epstein, returning from Washington: “just got back here. Was in DC yesterday & today at WH, Treasury.” Bates EFTA01896806. By 2013, Osborne’s access portfolio had extended across the Atlantic to the Obama White House and US Treasury. He was reporting the visits to Epstein as routine correspondence.

What these emails establish is not “a social relationship.” They establish a channel: Ian Osborne had standing operational access to the British Prime Minister and the Prime Minister’s most senior staff, and he was reporting that access to Jeffrey Epstein in real time. In December 2012, when Epstein needed a UK visa expedited, that channel was available — and it was used.

Same destination, different party: Brown, Mandelson, and the Labour side

The December 2012 email documents a Conservative-era Downing Street access channel. But the same phenomenon — Epstein obtaining operational proximity to 10 Downing Street — had been documented under the previous Labour government, through a different intermediary.

From 2007 to 2010, the British Prime Minister was Gordon Brown of the Labour Party. His most powerful cabinet colleague was Peter Mandelson, a political operator who had been twice forced out of earlier governments and who returned in 2008 as Business Secretary and then First Secretary of State — the most senior unelected position in the UK government.

The DOJ production contains approximately 5,973 emails and files responsive to “Mandelson.” The relationship they document is extensive: Mandelson accepted $75,000 in payments from Epstein-connected accounts in 2003–2004; he called Epstein his “best pal” in a handwritten 50th-birthday note; he routed classified UK Treasury intelligence on US financial regulation to Epstein’s personal Gmail within five minutes of receiving it from his own staff; he coached Epstein on how the CEO of JPMorgan should pressure the UK Chancellor of the Exchequer.

One document from the Mandelson corpus is particularly illustrative. On May 10, 2010 — the day Gordon Brown announced he would step down as Labour leader to enable coalition negotiations, during a frenzied 24-hour window when the UK government was being reconstructed — Mandelson described to Epstein, in writing, a specific piece of physical Prime Ministerial movement:

“Including the underground walk from no10 to the Ministry of Defence with GB for secret late night talk with Libs..”

“GB” is Gordon Brown. “Libs” is the Liberal Democrats, the party Brown was trying to coax into coalition. The “underground walk from no10 to the Ministry of Defence” is a reference to the physical passage connecting Downing Street to the adjacent MoD building — a route used for movement of senior officials without public observation of the Downing Street entrance.

A British Cabinet minister was describing, to a convicted sex offender’s personal Gmail, the secret-route movement of the sitting Prime Minister during the most politically sensitive night in a generation of British government formation. Bates EFTA02425523 (preserving the full four-message thread).

The significance of this is not that Mandelson and Osborne were the same person, or that Labour and the Conservatives were doing the same thing. The significance is that 10 Downing Street — as an institution — was accessible to Jeffrey Epstein under both Labour and Conservative governments, through different intermediaries, across roughly a decade. Different political parties. Different personnel. Different registers. Same operational destination.

Peter Mandelson was appointed UK Ambassador to the United States by Prime Minister Keir Starmer in December 2024 and took up the post in February 2025. He was dismissed in September 2025 after the first tranche of DOJ Epstein material surfaced his relationship with Epstein in greater detail than his appointment vetting had acknowledged. On February 23, 2026, he was arrested by the Metropolitan Police on suspicion of misconduct in public office.

He has not been charged. He denies wrongdoing.

Why this week — and why Monday

Over the past ten days, the Mandelson scandal has escalated into the biggest institutional crisis of Keir Starmer’s premiership.

On Thursday, April 16, The Guardian reported that UK Security Vetting — the government body responsible for clearing officials for sensitive posts — had formally denied Mandelson developed-vetting clearance in January 2025. The Foreign, Commonwealth and Development Office (FCDO) had overruled that denial within 48 hours, under authority rarely used. Prime Minister Starmer says he was not told. The top civil servant at the FCDO, Sir Olly Robbins, left his post on April 16–17.

On Friday, April 17, Darren Jones, Starmer’s Chief Secretary, publicly confirmed that UKSV had recommended against Mandelson’s appointment and that the FCDO had ignored the recommendation. Kemi Badenoch, leader of the opposition Conservative Party, said the Prime Minister was “taking us for fools” and that “all roads lead to a resignation.” Ed Davey, the Liberal Democrat leader, referred Starmer to the Prime Minister’s ethics adviser. Nigel Farage of Reform UK and Zack Polanski of the Green Party called for Starmer to step down; Polanski said it should happen “today.”

On Monday, April 20, Starmer will stand before the House of Commons and attempt to survive all of this. He has committed to “set out all the relevant facts in true transparency” on the Mandelson vetting.

The question this article exists to ask is simple.

What does “all the relevant facts” contain?

If Monday’s parliamentary statement addresses only Mandelson — only the Labour-side architecture of Epstein’s British access — then the transparency commitment has not been met. Because the same DOJ production that supplied the Mandelson material supplies the December 2012 Osborne / No. 10 / Danny Lopez visa email. It supplies the July 2011 Woody Allen / Cameron exchange. It supplies the continuous 2012 Downing Street access pattern. It supplies the transatlantic Osborne-to-Treasury-and-White-House reach of March 2013.

These documents are Bates-numbered in a public US government production. Their absence from the UK public record, to this date, is not an intelligence question. It is a disclosure question.

What a real test of transparency would look like

Three questions will tell you, by the end of Starmer’s Monday appearance, whether the commitment to “all the relevant facts” has actually been met.

One: does the disclosure cross party lines? The DOJ Epstein production contains material relevant to Downing Street under both Gordon Brown’s Labour government and David Cameron’s Conservative government. If Monday only covers Mandelson — the Labour-side material — it isn’t transparency. It’s partisan damage control.

Two: does the Metropolitan Police investigation match the documentary scope? The Met’s misconduct-in-public-office inquiry into Mandelson was launched on February 3, 2026. Whether that inquiry has defined its scope to include or exclude the Cameron-era Osborne material is not currently known. If it has excluded it, the Cameron-era documents are operating under a different standard of institutional response than the Labour-era ones. That is a political judgment, not a legal one.

Three: does the UK disclose what it has, or hide behind a classification defense that doesn't apply? From January 2020 onward, Britain's National Crime Agency operated a classified intelligence channel out of its Washington embassy, dedicated to gathering material on Epstein's UK connections — the pipeline Part 5 of this series documented in detail. Some of what the NCA gathered has since surfaced in the public DOJ production. Some, by the nature of intelligence compartmentalization, remains classified on the UK side. But the December 2012 visa email is not classified intelligence. It is a routine commercial email, preserved in a US public-record production that has been retrievable online for months. Its absence from the UK public record has nothing to do with intelligence compartmentalization. It is a disclosure question — one whose answer, to date, is that nobody in a position of institutional responsibility has chosen to look. If the answer to any of these three questions is “no,” then what Starmer presents on Monday is something narrower than “all the relevant facts.” It is a Labour-contained version of a scandal whose documentary record is not, in fact, contained by party.

The universal version of this story

Strip away the names. Strip away the party politics. Strip away the specific institutional details of which British official held which post in which year.

What is left is this: a convicted sex offender, between 2003 and 2016, had operational access to the immigration machinery of the United Kingdom and the United States. He moved his associates across borders through channels that the ordinary citizen of either country could not and cannot access. On the US side, he and Ghislaine Maxwell appeared as named passengers on aviation-security filings for a company he co-owned and signed federal paperwork for. On the UK side, the Prime Minister’s office personally expedited visas for his associates through the senior British diplomat in New York.

The documents that establish this are public. They have been public for months. They are free to retrieve, free to read, free to verify.

The only scarce thing is the institutional will to read them.

What Parliament does on Monday — what it asks, what it refuses to ask, what it decides qualifies as “all the relevant facts” — will answer a question bigger than the Mandelson affair and bigger than this article.

It will answer whether the documentary record of how a sex offender got governments to work for him is something the British state intends to face, or something it intends to manage.

October 3, 2012. 11:51 PM. Bill Gates sent his science advisor an email.

He had been thinking about Alfred Nobel.

“I think Nobel didn’t favor peace just because it was peace — I think he favored it because it improved human lives. When a child dies of malaria that is not peace for the family involved.” (EFTA_R1_00510992)

He cited a prominent Canadian-American intellectual named Pinker. He cited Diamond on Rwanda. He wrote five hundred words about why the work he had spent his fortune on satisfied Nobel’s original conception of peace more completely than almost anything the committee had recognized in decades.

Then he went to sleep.

Two days later, his science advisor forwarded the email to Jeffrey Epstein’s personal Gmail account with four words of context:

“This is what Bill wrote.” (EFTA_R1_00510992)

The Chairman

Boris Nikolic was Gates’s chief science and technology advisor. He was also, the federal archive now establishes, the primary conduit between the world’s most prominent philanthropist and a convicted sex offender who was simultaneously managing the chairman of the Norwegian Nobel Peace Prize committee as a recurring houseguest.

Nikolic knew both men. He served both men. And on October 5, 2012, he forwarded Gates’s private midnight thinking about Nobel’s philosophy to the man who had been positioning Jagland for Gates since May.

The Nobel Prize intellectual architecture wasn’t being constructed for Gates without his knowledge. It was being constructed by him — in a late-night email to his science advisor — and routed to Epstein’s inbox by the man who sat between them.

Thorbjørn Jagland had been Secretary General of the Council of Europe since 2009 and chairman of the Norwegian Nobel Peace Prize committee since 2009. He was the man who had given Barack Obama the prize in the committee’s most controversial decision in decades.

By September 2011, he was staying overnight at Jeffrey Epstein’s Manhattan townhouse.

Epstein to an African infrastructure contact who had just closed a €406 million airport project. September 21, 2011. The earliest documented contact. Fourteen months before the Gates Nobel operation formally began.

By May 2012, Epstein was offering Jagland to his entire network. To Rupert Murdoch’s former communications director:

“Head of Nobel peace prize staying the week with me. Anyone you want him to meet?” (EFTA00935047)

That same week he wrote to Nikolic with specific instructions: tell Bill that “the head and giver of the Nobel Peace Prize, Thorbjørn Jagland, will be staying” at the same event. Jagland introduced to Gates not as a diplomat, not as a Council of Europe official, but as the man who gave the prize. (EFTA_R1_00291338)

Jagland was not a targeted instrument. He was a perpetual social asset — offered to Murdoch’s network, to Richard Branson, to Peter Thiel, to Noam Chomsky, to Steve Bannon — with Gates as the most structured recipient. Epstein would later offer to physically transport him:

“thorbjorn jagland, head of the nobel peace prize commitee will be staying during easter if you want to visit or i can bring him to you.” (EFTA00717260)

Branson was in Morocco. He declined. The offer stood.

The Architecture

Two weeks before Gates’s midnight email, on September 19, 2012, Nikolic had sent Epstein a link to a satirical article: “Nobel committee asks Obama nicely to return peace prize.” His note: (EFTA_R1_00503104)

“Thorgjorn is getting under the huge critique re his previous choices. Perhaps it is time to select someone deserving such as Bill to make up for those mistakes.” (EFTA_R1_00503104)

The mechanism, stated plainly: the committee had a credibility problem. A Gates selection would repair it. Jagland had a reason to do it. Gates had the qualifying achievement — if the argument could be made that global health work constituted peace work in Nobel’s original sense.

That argument was being constructed in October 2012 by two people simultaneously. Nikolic was building it for Epstein, assembling research on vaccination programs as instruments of conflict cessation — UNICEF’s “days of tranquillity” model, El Salvador, Sudan, Afghanistan. And Gates was building it for himself, at 11:51 PM on a Wednesday, in a private email to Nikolic that ended up in Epstein’s Gmail forty-nine hours later. (EFTA00671222)

Nikolic wasn’t constructing an argument for Gates. He was relaying Gates’s own argument to Epstein. The pipeline wasn’t delivering intelligence to Gates. It was delivering Gates’s own private thinking to the man managing his Nobel committee chairman.

The Room

On September 9, 2013, IPI — the International Peace Institute, run by Epstein’s closest contact Terje Rød-Larsen — submitted a formal proposal to the Gates Foundation titled “Polio Eradication and Peace and Health.” (EFTA01087623)

Eleven days later, on Friday September 20, Gates, Rød-Larsen, and Jagland were all at Epstein’s townhouse on East 71st Street.

The prize target. The intelligence pipeline architect. The Nobel committee chairman. In the same room. Eleven days after the formal Nobel-qualifying proposal had been submitted to the Foundation.

Epstein had written to Larry Summers’s wife nine days before: (EFTA00971154)

“gates, terje larsen and jagland, (head of nobel peace prize committee and sec gen counsel of europe) are at my house friday. you are welcome.” (EFTA00971154)

Michael Wolff was there. He recorded it. Jagland defended the Obama prize that evening — the same award Nikolic had identified as the committee’s credibility problem a year earlier. Epstein offered him a private jet back to Europe. (EFTA00971154)

On October 6, Epstein summarized his preceding two weeks to Wolff directly:

“economics with Larry Summers. middle east with barak. future of computing gates. movies - woody. world human rights — chairman of nobel peace prize committee. markets - leon black. genetics - george church.” (EFTA_R1_00422605)

Jagland identified to the journalist covering Epstein by his Nobel function. In Epstein’s own words. Sixteen days after the dinner.

Nine days before that dinner, Richard Branson had written to Epstein with a four-item reply. Item two: he was sorry to miss the Jagland introduction, he was in the UK that week. Item one: (EFTA00717415)

“I think if Bill Gates was willing to say that you’ve been a brilliant advisor to him, that you slipped up many years ago by sleeping with a 17½ year old woman and were punished for it, that you’ve more than learnt your lesson and have done nothing that’s against the law since and, yes, as a single man you seem to have a penchant for women. But there’s nothing wrong with that. Anyway something along those lines.” (EFTA00717415)

The Nobel Prize offer and the Gates rehabilitation pitch were items two and one in the same email. The social infrastructure being used to construct Gates’s Nobel Prize candidacy was simultaneously being proposed as the mechanism for Epstein’s own reputational rehabilitation — with Gates as the named vehicle for both.

Item Four

On June 21, 2013 — three months before the Friday dinner — Epstein sent Nikolic a fifteen-item negotiating agenda for his departure from Gates’s organization. (EFTA01971225)

Item one: public perception of why he left.

Item two: compensation for the next fifteen years.

Item three: Melinda’s view, Gates’s continued communication, escrow triggers.

Item four: peace prize.

No elaboration. No attribution. A deliverable listed between personnel decisions and financial instruments, in Epstein’s own hand, sent to the man who had been routing Gates’s private thinking to Epstein’s Gmail for years.

Item nine:

“you will need to be made a wrongdoer, otherwise he has to face his true weakness.”

Item fifteen:

“neither you nor I committed a crime, we are merely humans, sometimes the world decides to remind of us that fact.” (EFTA01971225)

The Nobel Prize was item four. The architecture of blame was item nine. The closing philosophical position was item fifteen. All in the same document. All sent to the same man. All now in the federal archive.

“I guess his peace prize committee job is also up in the air?”

On June 24, 2014, Epstein sent Gates a one-line email: Jagland had been reelected to the Council of Europe. Gates replied:

“That is good. I guess his peace prize committee job is also up in the air?” (EFTA00992684)

Epstein’s response: the committee membership was secured. The chairmanship election was in November. It “looks good.” The Nobel committee chairmanship was being tracked as a monitored institutional asset in direct correspondence between Epstein and Gates. The same email contained a DAF structure update and confirmation that Ruemmler — Obama’s former White House Counsel — was on board for a Skype call. The Nobel committee. The offshore fund. The legal protection. Three items in the same message. (EFTA00992684)

What the archive does not establish

Nothing here proves Gates directed the operation. Nothing establishes he knew “peace prize” appeared as item four in a negotiating agenda. Nothing confirms the operation succeeded — the committee never awarded Gates the prize.

What the archive establishes is stranger than any of that: the intellectual case for Gates’s Nobel Prize candidacy was being built simultaneously by his own science advisor for a convicted sex offender’s Gmail account and by Gates himself in a midnight email — with the Nobel committee chairman as a recurring houseguest at the address where both threads converged, now facing criminal corruption charges in Norway for conduct documented in the same archive.

Where Jagland is now

In February 2026, Norwegian authorities charged Thorbjørn Jagland with aggravated corruption. The Council of Europe stripped his diplomatic immunity. The hotel payments Epstein made on his behalf — documented in the federal archive — are among the basis for the charges.

The man who wrote “I will always rearrange my schedule for you,” who stayed at Epstein’s Paris residence after meetings with Putin and Lavrov, who agreed to bring Epstein’s name to the Russian president, is now facing criminal prosecution in Norway. (EFTA00957204)

The press will cover the denial. This is about the thirty-four confirmed victims and the questions that have never been asked under oath.

Melania Trump stood at the White House today and said what needed to be said.

Within two hours, Twitter had 260,000 posts about it. Most of them missed the point.

The denial was not the story. What came after it was. She called for congressional hearings centered on survivors. Sworn testimony. A permanent public record. Each and every woman should have her day.

What has not appeared in any of those 260,000 posts — what no outlet has yet reported — is what the federal Epstein archive actually shows about the network she named when she said:

“Now is the time for Congress to act. Epstein was not alone.”

“Give these victims their opportunity to testify under oath in front of Congress with the power of sworn testimony. Each and every woman should have her day to tell her story in public if she wishes — and then her testimony should be permanently entered into the congressional record. Then and only then will we have the truth.”

What I have been documenting for the last several months is exactly the evidentiary foundation those words require. Not because of today’s statement. Because the documents demanded it.

Every outlet will spend the next 48 hours on the Maxwell email, the approval ratings, the theories about why she spoke and who advised her to do it. That coverage is already written. What is not yet written — what has not yet been reported at all — is what the federal Epstein archive actually shows about the network she named.

What I Have Been Doing

In January 2026, the Department of Justice released three million federal documents under the Epstein Files Transparency Act. They are publicly available at justice.gov/epstein.

I have spent months inside that archive.

Not looking for gossip. Not looking for names to attach to scandal. Looking for what the documents actually establish — the institutional architecture, the financial flows, the network that Epstein operated and that, as Melania said today, outlasted him.

What I found is documented in a 17-part investigative series on this Substack — and in a soon to be announced book (that’s right, this is the first time I have ever mentioned it).

Here is what the archive shows, in plain language:

Epstein was not an aberration. He was a node — the private, deniable switchboard through which sovereign finance, global health policy, intelligence, and biotechnology converged outside any democratic accountability structure. The vaccine financing vehicle he designed through his personal Gmail in 2011 is today a quarter of a billion dollar active federal contract. The network he built outlasted him. The questions that follow from that network have never been asked under oath.

The victims deserve a congressional record built on documents, not on memory alone. Virginia Giuffre refused to be Jane Doe. She called herself by her name — Virginia Roberts when she was approached at sixteen years old at Mar-a-Lago. She refused to be erased. Thirty-four confirmed minor victims are documented in the federal archive. The congressional record Melania called for today should be built on an evidentiary foundation proportionate to what was done to them. That foundation exists. It is in the archive.

The questions that have not been asked under oath are in the federal record. A 346-page Department of Justice Office of Professional Responsibility report on the Non-Prosecution Agreement was transmitted to Congress and never publicly released. A potentially signed federal indictment was never confirmed or produced. A redacted leverage item in the archive protects an identity that has never been asked about under oath. Each of these has a specific congressional mechanism by which it can be compelled. The hearings Melania called for today are that mechanism.

Bill Gates Testifies on June 10

In two months, Bill Gates testifies before the House Oversight Committee.

The federal archive documents his financial relationship with Epstein’s network in detail — the private dinners, the financing vehicle designed through Epstein’s Gmail that the Gates Foundation built and that today holds an active federal contract including COVID emergency funds.

The questions that follow from the archive have not been asked under oath. The Gates testimony is the first opportunity to ask them.

The congressional hearings Melania called for today are the second.

What the Survivors Deserve

The coverage will focus on politics. On what this means for her image, for the midterms, for the ongoing debate about who knew what. That is understandable. It is also a distraction from the only thing that matters.

The women who were trafficked. The girls who were minors when it happened. The survivors who have spent years fighting to be believed, fighting to be named, fighting to have their stories entered into a public record that cannot be erased.

Those women deserve a congressional hearing built on evidence that is Bates-numbered, publicly verifiable, and in the federal record.

The date is set. The federal archive is public. And the man who signed a six-page legal agreement with a convicted sex offender — then thanked him for advice to minimize documents — will face structured questioning for the first time.

It’s official.

Bill Gates will sit for a transcribed interview before the House Oversight and Government Reform Committee on June 10, 2026, as part of the committee’s investigation into Jeffrey Epstein’s trafficking and financial crimes.

Multiple outlets confirmed the date today, including Politico, CNBC, the BBC, and TMZ. A spokesperson for Gates said the Microsoft co-founder “welcomes the opportunity” to appear, adding that “while he never witnessed or participated in any of Epstein’s illegal conduct, he is looking forward to answering all the committee’s questions to support their important work.”

That statement will be tested against a federal archive now numbering in the millions of documents — and against the specific documentary record this series has been assembling since February.

Note: The original May 19 date cited in the committee’s March 3 letter has been rescheduled. Gates will now appear on June 10. The date change was confirmed today by a person familiar with the committee’s deliberations. All other witnesses have also been scheduled across the coming weeks.

Gates caps a series of transcribed interviews the committee has scheduled:

April 14 — Former Attorney General Pam Bondi (deposition). Trump fired Bondi last week.

April 30 — Ted Waitt, co-founder of Gateway, who was romantically linked to Ghislaine Maxwell for years.

May 6 — Commerce Secretary Howard Lutnick.

May 18 — Tova Noel, the federal correctional officer on duty at the jail when Epstein died. She has said she was the last to see him alive.

June 9 — Lesley Groff, Epstein’s longtime executive assistant. Groff was indicted on federal sex trafficking conspiracy charges. She is the woman who, on November 28, 2010, received a scheduling note from Epstein reading: “6th now.. girls should be from 5-7 gates from 7-” Her reply: “ok, great. thanks” (EFTA_R1_01477257).

June 10 — Bill Gates.

The committee has already interviewed former Attorney General Bill Barr, former Labor Secretary Alex Acosta, Ghislaine Maxwell (who remains incarcerated), and both Bill and Hillary Clinton.

The interviews are transcribed but not public — conducted behind closed doors, more informal than a deposition, but on the record.

The sequencing — Groff the day before Gates — is not accidental.

What the Committee Plans to Ask

Congressman Suhas Subramanyam (D-Va.), who sits on the House Oversight Committee, told TMZ the committee plans to question Gates about his ties to Epstein, what he knew about Epstein’s crimes, whether anyone was ever trafficked to him, why his photograph appeared in the files, and why he chose to associate with a man who had already been convicted of soliciting a minor for prostitution.

That last question is the one the federal archive answers most uncomfortably. And the documentary record this series has assembled over twelve installments provides the committee with a roadmap that goes far beyond the general contours of the Gates-Epstein relationship.

The Documentary Record: What the Committee Will Have

The Scheduling Note and the Visit

December 6, 2010 — Two years after Epstein’s conviction. Groff receives a scheduling note: “girls from 5-7, gates from 7-.” (EFTA_R1_01477257). The woman who managed those schedules testifies the day before Gates.

March 1, 2013 — Gates flies to Epstein’s Palm Beach estate on Epstein’s private plane, without his security team. Five people across two staffs coordinated the logistics. Gates’s security specialist confirmed departure with a single word: “Skeds up.” That evening, Epstein writes to publicist Peggy Siegal: “Im in palm beach, with bill gates at the house.” The next morning, Siegal — who two days earlier had been asked to bring Anne Hathaway to Epstein’s home at 10:30 PM to meet Gates — replies: “Where is Melinda?” (EFTA00955261, EFTA_R1_00331580, EFTA_R1_01658692)

March 5, 2013 — Epstein’s debrief: “Bill was fun.” A ten-point operational memo follows, assigning Terje Rød-Larsen — who had been at Epstein’s home the night before the Palm Beach flight — as the intelligence resource for Pakistan and Nigeria. (EFTA00955128)

The Intelligence Pipeline

March 9, 2013 — Eight days after the Palm Beach flight, the confidential intelligence pipeline opens. For the next six years, classified field reports, Taliban negotiation assessments, and UN Security Council briefings intended for Gates are routed to Epstein’s personal Gmail account. When a field researcher wrote “Urgent, Confi, plz pass on to Bill Gates,” it went to Epstein (EFTA00864113). Epstein demanded editorial control: “do not send anything else, anything! without letting me see it before it goes not after” (EFTA00972411).

On June 9, 2013, in a single two-hour window, Epstein relayed Taliban field intelligence upward to Boris Nikolic while simultaneously committing $5 million of Gates Foundation money downward to Rød-Larsen: “bg will send 5 million to start” (EFTA01971254). Intelligence brokering and philanthropic disbursement running through the same Gmail account simultaneously.

Rød-Larsen is now the subject of a Norwegian police investigation for aggravated corruption. As late as January 2019 — months before Epstein’s arrest — Epstein was still brokering access between Rød-Larsen and Gates’s inner circle at Davos.

The Leverage Inventory

July 4, 2013 — Epstein compiles a private strategic memo assessing Gates’s vulnerabilities. Point 3: “Bill risks going from richest man to biggest hypocrite, melinda a laughing stock, pledges will disappear as a result.” Point 4: “Mila and Karima risk becoming overnight sensations.” Two women named. Three days later, Epstein transmitted the threat directly to Nikolic in writing: “the real shame would be that after all the good bill and melind did with the pledge campaign, if milas russian boyfriend chooses to expose the hypocrisy, so many couples that signed up for the pledge will feel no longer obligated to fulfill their pledge.” (EFTA00964802)

The Ghostwritten Letter and the Coaching Instruction

June 16, 2013 — Epstein wrote a letter in Boris Nikolic’s voice, to be sent to Gates as if from Boris. The letter contained a false legal assertion — that Boris’s communications with Epstein were “privileged” (Epstein was not an attorney) — and introduced Epstein as Boris’s authorized representative. The coaching instruction that accompanied it: “if you are going to talk face to face, then you MUST tell him that you already told me the details, otherwise he might tell you make sure you don’t — then you are screwed.” Epstein was instructing Boris to preempt Gates’s ability to limit his access before it was established. Boris’s reaction: “this is great.” (EFTA01967982)

The Draft and the Deletion Request

July 18, 2013 — Epstein drafts preparatory material — in Boris’s voice, sent to himself — alleging Gates had asked Boris to delete emails about a sexually transmitted disease, about a request that Boris provide antibiotics Gates could administer to Melinda without her knowledge, and about the description of his penis. The draft further states Gates asked Boris to participate in “a cover up so that you can maintain the reputation that you have worked so hard to achieve.” (EFTA00965773)

These are allegations assembled as negotiating material. They are not proven facts. But they establish what Epstein had in hand when he sat across from Gates three weeks later.

The Legal Agreement

August 8, 2013 — Thirty-five days after the leverage inventory, five months after the Palm Beach flight, Gates signs a six-page legal agreement at the bgC3 offices in Kirkland, Washington. The agreement states Gates “specifically requested” Epstein’s role. Its terms:

Self-determined access: Epstein could receive, at his own discretion, any confidential information belonging to the Bill & Melinda Gates Foundation, bgC3, Watermark Estate Management, and Melinda Gates personally. The scope was defined by Epstein, not Gates.

Full indemnification: Epstein’s two Virgin Islands entities — Southern Trust Company and Financial Trust Company — were released from all past and future liability.

Survival clause: The agreement’s terms survived Epstein’s death and bound Gates’s estate. (EFTA01106142)

The Document Minimization

August 10, 2013 — Two days after signing. Epstein advises Gates to produce “minimal documents. very minimal.” Gates’s reply: “Thanks for your help. I don’t know how to say that strongly enough.” (EFTA01756693)

This exchange occurred three weeks after Epstein had drafted, in Boris’s voice, allegations about Gates requesting the deletion of specific emails. Both men had a common reference point for what “documents” meant.

The Confirmation

August 29, 2013 — Gates replies to an email thread with Epstein, Boris Nikolic, and Larry Cohen: “I agree it is great to have an agreement that works for everyone.” The email confirmed an arrangement covering 100% of Boris’s Foundation Medicine upside, 50% of his ResearchGate upside, and a $2.5 million cash advance — with the instruction “no reference to last day in public email.” Foundation Medicine went public twenty-two days later. The Financial Architecture

Running parallel to the personal leverage was a financial architecture that the committee should be examining with equal rigor.

Project Molecule — a 14-page donor-advised fund proposal circulated among JPMorgan, Gates’s orbit, and Epstein’s emails in 2011 — proposed a three-entity structure with perpetual duration, donor anonymity, and offshore arms for vaccine investment. Its proposed governance committee included Warren Buffett, Melinda Gates, Susan Rice, Seth Berkley of Gavi, and Queen Rania of Jordan. Its budget included $20 million to “finance the surveillance network in Pakistan.” Epstein projected the fund would generate “billions of dollars” in the first two years and “tens of billions by year 4.” (SDNY_GM_00078533, EFTA01256269)

In a separate exchange, Epstein identified the core design problem: “The tension is making money from a Charitable Org. Therefore the money making parts need to be arms length.” (EFTA01835356)

That tension — philanthropic cover for private returns — is the architectural question that underlies the entire Gates-Epstein relationship.

The Rothschild Settlement

The financial architecture extended beyond Gates. An October 2015 Letter of Agreement (EFTA00584904) documents a $25 million engagement between Epstein’s Southern Trust Company and Edmond de Rothschild Holding, S.A., related to “outstanding matters” involving the United States government. Kathy Ruemmler — former White House Counsel to President Obama — was recruited by Epstein for the engagement, retained him as a consultant on Latham & Watkins letterhead (EFTA00582812), and flew with Epstein and Ariane de Rothschild to Geneva (EFTA00644548). In December 2015, Rothschild wrote to Epstein: “Yes, congratulations and a giant thk u!! I m relieved that it s settled and over.” (EFTA00669908)

Ruemmler departed Goldman Sachs as General Counsel in February 2026.

The Broader Reckoning

Gates’s testimony arrives at a moment when the institutional architecture he built is under existential strain.

Buffett goes cold. Warren Buffett told CNBC on March 31 that he has not spoken to Gates since the files became public. “I’m learning things I did not know,” he said. “I would rather not be under oath.” He declined to commit to continuing his annual multibillion-dollar donations to the Gates Foundation — suspending, for the first time, the partnership that co-founded the Giving Pledge.

Thiel goes public. Peter Thiel has called the Giving Pledge “an Epstein-adjacent, fake Boomer club” and confirmed he has “strongly discouraged people from signing it” and “gently encouraged them to unsign it.”

The defections accumulate. Brian Armstrong quietly removed his name from the Pledge. Larry Ellison announced plans to “reformat” his commitment. Melinda French Gates left the Foundation in 2024. The Foundation’s own CEO told staff he felt “somewhat sullied” by the association.

The censorship apparatus unravels. Morgan McSweeney — founding architect of the Center for Countering Digital Hate, the organization whose “Disinformation Dozen” report was cited by a sitting president to declare that twelve named Americans were “killing people” — resigned as the British Prime Minister’s Chief of Staff after his mentor Peter Mandelson was sacked over Epstein connections. YouTube restored accounts it had removed under CCDH-related pressure. Imran Ahmed faces US visa revocation. The organization that branded public discussion of these connections as extremism is now facing the scrutiny it deployed against others.

The protection architecture falls. The same entities that funded the censorship operation — ISD, CCDH, the Arabella Advisors network — were funded by the same philanthropic sources whose financial interests in pandemic outcomes had been declared off-limits for public discussion. ISD’s founding board included a Rothschild bank director. ISD’s funding included Gates Foundation and Open Society Foundation grants. Open Society was subsequently confirmed as a direct funder of CCDH. The funder whose name was declared unspeakable was simultaneously funding both the organization that declared the prohibition and the organization that enforced it.

The people who were targeted — the twelve private citizens branded killers before Parliament and the White House — were never silenced. Robert F. Kennedy Jr. serves as Secretary of Health and Human Services. The concerns they raised are now the subject of congressional hearings, federal declassification orders, and an active federal civil rights lawsuit.

What June 10 Is

This will be the first time Gates faces structured questioning from congressional investigators with the full federal archive at their disposal.

When Gates spoke to PBS in 2021, the files were sealed. When he spoke to 9News Australia earlier this year, the questioning was journalistic. When he addressed his Foundation staff in February, it was behind closed doors, framed on his terms.

June 10 is different. The committee has the documents. They have the Bates numbers. They have the scheduling notes, the flight records, the ghostwritten letter, the coaching instructions, the leverage inventory, the legal agreement, the intelligence pipeline, the document minimization exchange, the financial architecture, and the confirmed deal emails.

They also have Lesley Groff — the woman who received the “girls from 5-7” scheduling note and was indicted on federal sex trafficking conspiracy charges — testifying the day before.

The question for June 10 is not whether Gates regrets the relationship. He has said that repeatedly. The question is what the relationship produced — institutionally, financially, operationally — and who is accountable for the architecture it built.

Buffett’s Silence Signals Something Larger Than a Friendship Fracture

When Warren Buffett told CNBC on March 31 that he had not spoken to Bill Gates since the Jeffrey Epstein files became public — and declined to commit to continuing his annual multibillion-dollar donations to the Gates Foundation — most headlines treated it as a story about two old friends estranged by scandal.

It is that. But it is also considerably more.

Buffett is not merely Gates’s most devoted donor. He is the co-architect of the entire philanthropic framework Gates built. Together with Gates and Melinda French Gates, Buffett co-founded the Giving Pledge in 2010 — a public moral compact asking the world’s wealthiest individuals to commit at least half their fortunes to ostensibly charitable causes, such as global polio eradication campaigns and concomitant surveillance networks. When the man who helped design the edifice goes quiet and begins quietly moving his giving toward family foundations instead, it raises a question that no one in elite philanthropic circles wants to ask aloud: Is the Giving Pledge finished?

The evidence is accumulating that it may be.

The Co-Founder Goes Cold

To understand the weight of the rupture, it helps to understand how the friendship was built. Gates and Buffett first met in the early 1990s through mutual acquaintances — Gates, by his own account, initially skeptical about meeting the famous “Oracle of Omaha,” not seeing the point of spending time with someone who invested in things rather than built them. They quickly proved each other wrong, bonding over competitive thinking, business strategy, and according to their public statements, shared a conviction that their wealth carried a moral obligation larger than themselves. Over the following three decades, Buffett became a trustee of the Gates Foundation, the two played bridge together regularly, and they co-created the Giving Pledge as the institutional expression of their shared philosophy. It was, by any measure, one of the most consequential personal alliances in modern philanthropy.

That is what makes Buffett’s CNBC remarks on March 31 so striking. He spoke warmly of their personal relationship even as he suspended everything attached to it. “I’ll wait and see what unfolds,” he said when pressed on whether donations to the Gates Foundation would continue. “I’m learning things I did not know.” He added, pointedly, that he had no interest in knowing too much — “I don’t want to be in a position where I know things... to be called as a witness” — a line that suggests he is already thinking carefully about legal exposure.

The remark that he “would rather not be under oath,” in his first public comments since the files were released, landed harder than perhaps he intended. As one Daily Mail reader observed in the comments section: “That makes it sound like he knows things.” Buffett may have meant only that he is a cautious man who avoids unnecessary legal entanglement. But the phrase has a different resonance when spoken by someone who has donated $43 billion to an institution now at the center of a federal investigation’s downstream fallout.

He admitted that Gates could have introduced him to Epstein in New York — “I got him to thank for not doing that” — a remark that acknowledged, almost casually, how porous the line between social access and exposure was in that world. “But you can’t get away from what happened either,” he said.

He also drew a portrait of Epstein that was as much about systems as about individuals — about how elite networks create the conditions for exploitation. “Here you had a guy that was a convicted guy, a sensational con man,” Buffett told CNBC. “The percentage of people that he knocked off... he found their weakness. It might have been sex. It might be power. It might be, whatever it might be. And I don’t see how anybody could have pulled that off.” He called Epstein “the con man of all time” — and then made the most personal admission of the interview, reflecting on his own geographic luck: “I’m so happy the guy didn’t stop in Omaha ever. If I lived in New York, I would have been at some party. I would have been at some thing, I think.”

It was a rare moment of candor from a man who has spent seven decades projecting unshakeable self-assurance. Buffett was, in effect, acknowledging that the networks Epstein worked were not unique to the morally compromised. They were the ordinary infrastructure of American elite life — and proximity was largely a matter of chance.

Since 2024, Buffett had already indicated his Gates Foundation donations would end at his death, with 99.5 percent of his remaining wealth flowing instead to a charitable trust managed by his children. That was a long-planned transition. What has changed is the silence, the suspension of current giving, and a public statement of uncertainty from a man not known for uncertain public statements.

The Promise That Keeps Not Arriving

The timing of Buffett’s cooling could hardly be more awkward for Gates. In May 2025, just months before the Epstein files began cascading into public view, Gates published a sweeping blog post announcing that he would donate 99% of his wealth — then estimated by Bloomberg at around $170 billion — through the Gates Foundation by 2045, at which point the institution would permanently close. “I will give away virtually all my wealth through the Gates Foundation over the next 20 years to the cause of saving and improving lives around the world,” Gates wrote. The Foundation, he noted, had already contributed more than $100 billion over its first 25 years and intended to roughly double that over the next two decades.

The announcement was met with admiration in many corners. In others, with something closer to exhaustion.

Stephen Findeisen — the investigative journalist widely known online as Coffeezilla, who built his reputation exposing crypto fraud and financial scams — responded on X: “I’ve been hearing this for 15 years and every year Bill has more.” The post drew more than 450,000 views and 15,000 likes, a number that suggests the critique resonated well beyond the usual Gates critics. The observation contained a measurable truth: despite decades of giving at a scale no private individual in history has matched, Gates’s net worth has continued to grow, raising the question of whether charitable distributions can ever outpace the compounding of capital at the very top of the wealth distribution.

That critique existed before Epstein. The files have given it sharper edges.

The Pledge Under Pressure

The Giving Pledge was conceived in a particular moment — one in which the moral legitimacy of vast private wealth could be rehabilitated, in the eyes of many, by the spectacle of its voluntary dispersal. It worked, for a while. The list of signatories grew rapidly in the initiative’s first years, reaching more than 250 donors across 30 countries, representing an estimated $600 billion in committed wealth.

The growth has stalled. Only four new signatories joined in 2024, and 14 in 2025 — a trickle against a global billionaire class that Forbes now estimates at more than 3,400 individuals. But the defections have become louder than the additions.

Peter Thiel, who never signed, has been waging what might be described as an active counter-campaign. In interviews with the New York Times and others, he called the Giving Pledge “an Epstein-adjacent, fake Boomer club” and confirmed that he has “strongly discouraged people from signing it” and “gently encouraged them to unsign it.” Most pointedly, he told Elon Musk — who did sign, and who has since become the world’s first-ever minted trillionaire — that his pledged wealth would ultimately flow “to left-wing nonprofits that will be chosen by Bill Gates.” “Most of the ones I’ve talked to,” Thiel said of signatories he has spoken with, “have at least expressed regret about signing it.”

Brian Armstrong, founder of Coinbase, quietly removed his name from the Pledge’s website in 2024. Larry Ellison, one of the earliest signatories, announced plans to “reformat” his commitment, redirecting his focus toward commercial scientific projects rather than traditional charitable channels. Melinda French Gates, who co-founded the Pledge and left the Gates Foundation in 2024 to start her own philanthropic organization, acknowledged the uneven results with characteristic restraint: “Some are doing it, and some are trying or aren’t ready to. I wish we had been even more successful with the Pledge than we have been to date.”

WSJ reports: On March 24, 2026, French police raided the Paris offices of Edmond de Rothschild, one of Europe’s oldest and most powerful private banking dynasties. The target: Fabrice Aidan — a French diplomat, former EdR employee, and the man whose hundreds of emails with Jeffrey Epstein, released by the Department of Justice in January 2026 under the Epstein Files Transparency Act, had triggered an uproar in France severe enough to prompt the foreign minister to call the facts “extremely serious.”

French financial prosecutor Pascal Prache confirmed the raids and announced that authorities are examining whether Aidan was involved in the corruption of a foreign public official. The official’s identity was not disclosed.

Every outlet covering the raid described the same thing: a diplomat with suspicious Epstein contact. A bank seeking to distance itself from a dead sex offender. A French investigation just getting started.

None of them had the documents.

I. THE DINNER THAT ALMOST HAPPENED

On the evening of January 25, 2011, Fabrice Aidan sent Jeffrey Epstein an urgent message from his United Nations email address.

“Sh abdallah accepts the dinner with b gates. They need urgently a phone number for protocol coordination.” (EFTA_R1_01338719)

Sheikh Abdullah bin Zayed Al Nahyan — UAE Foreign Minister, brother to the Crown Prince, whose family controls approximately one trillion dollars in sovereign assets — had accepted a dinner invitation. The dinner was to be with Bill Gates. The invitation had been extended on Epstein’s behalf. The intermediary was a serving UN diplomat operating from his official UN address.

Within the hour, the UAE Foreign Minister’s personal assistant, Mohamed Mahmoud Al Khaja, had written to Boris Nikolic — Bill Gates’s chief science and technology advisor, operating through Gates’s private office bgC3 — to confirm the logistics. “I am the assistant of HH Sheikh Abdullah Bin Zayed and I was informed by Mr. Fabrice Aidan that HH is invited for dinner tomorrow night. I would like to confirm HH attendance and would appreciate if you could provide us the timing, location, and dress code for the event at the earliest possible.” (EFTA_R1_00142308)

Nikolic had not been briefed. He forwarded the message to Epstein and wrote: “Please can we discuss it tomorrow morning? I need to know more before inviting him.” (EFTA_R1_01337844)

It was past midnight. Epstein wrote back immediately.

“of course. sorry, i had asked his friend, if he might like to go.. next thing i know, my iphone is ringing off the hook.. Abdullah is brother to the crown prince, he is the foreign minister. his brother controls the 1 trillion dollars of assets... he abdullah is very interested in nuclear energy for his country. he is young and fun, and is the most energetic of all the gulfies. Sorry if this has become a headache for you. I won’t be up until noon. if you can call me in the next half hour i will stay awake.” (EFTA00902867)

Epstein had extended a dinner invitation to a sitting Gulf foreign minister — in Bill Gates’s name, through a UN diplomat — without Gates’s own science advisor knowing the full picture. When the UAE FM’s protocol machinery activated within hours, Nikolic was learning about it from the Foreign Minister’s assistant’s confirmation request.

The dinner was cancelled. Gates was still in the UAE, delayed by logistics. Nikolic wrote to Al Khaja the following morning to stand down, offering to meet Sheikh Abdullah personally in lieu of the dinner. (EFTA_R1_00135327)

Epstein’s message to Aidan when the cancellation was confirmed was three words.

Three months later, in February 2011, Epstein and JPMorgan’s most senior executives launched Project Molecule — a proposal to create a permanent, offshore-capable donor-advised fund anchored by the Gates name, designed to capture capital from Giving Pledge signatories. The Gulf sovereign wealth dimension of that architecture had a documented antecedent. The relationship between Epstein, Gates’s science office, and the UAE’s leadership had been under active development for months.

As billionaires quietly distance themselves from Bill Gates’s Giving Pledge, newly released federal documents show that Jeffrey Epstein anticipated exactly this scenario more than a decade ago—warning that a scandal involving Gates could cause signatories to feel “no longer obligated to fulfill their pledge.”

The philanthropic initiative, launched by Gates and Warren Buffett in 2010, asked the world’s wealthiest individuals to publicly commit to giving away the majority of their fortunes. More than two hundred eventually signed.

A recent New York Post report described donors stepping away from what critics have begun calling a “scandal-scarred” institution, with venture capitalist Peter Thiel dismissing the initiative as an “Epstein-adjacent, fake Boomer club.”

The remark might sound like Silicon Valley provocation.

But newly released federal records suggest the relationship between Jeffrey Epstein and the ecosystem surrounding the Giving Pledge was more concrete than critics once realized.

For Those Who May Not Realize the Scale of What Is Happening Here

The Giving Pledge, established in 2010 by Bill Gates, Warren Buffett, and Melinda French Gates, has grown into a global consortium of ultra-wealthy philanthropists. As of 2025–2026, it includes roughly 256 billionaire signatories spanning 30 countries, collectively representing an estimated $600 billion in wealth. In some corners of social media, however, critics have begun referring to this group with the more provocative label “the Epstein Class,” reflecting rising public skepticism toward elite philanthropic networks.

The discovery of “Project Molecule” indicates that this is not a traditioanl charity, operating more like a private government.

When the wealthiest humans on earth pool their legacy wealth under a single coordinated pledge — one whose founder maintained a years-long, documented financial relationship with a convicted sex trafficker who doubled as an intelligence-adjacent fixer — that is not a peripheral scandal. That is a question about who actually governs the world’s most consequential institutions in medicine, agriculture, education, and population policy.

The billionaires leaving are not the story. The architecture they are leaving — and what it was built to do — is.

Internal emails and memoranda released under the Epstein Files Transparency Act (EFTA) show Epstein actively designing a financial vehicle intended to capture the enormous philanthropic capital associated with the Giving Pledge.

The structure he envisioned would allow billionaire donors to route funds anonymously and tax-efficiently, while leveraging Bill Gates’s reputation as the public face of global philanthropy.

In other words: the Giving Pledge created the commitments.

Epstein wanted to build the mechanism.

“They Have No Real Clue How to Give It Away”

One of the clearest descriptions of Epstein’s thinking appears in an email he sent to JPMorgan on February 17, 2011.

At the time, the Giving Pledge had already secured public commitments from some of the wealthiest individuals on earth, representing tens of billions of dollars in future donations.

Epstein saw an opportunity.

His proposal was to establish a donor-advised fund (DAF) — managed through JPMorgan and associated with Gates’s philanthropic brand — that could serve as the infrastructure through which those funds would move.

The idea was pitched directly to Gates.

Not primarily as charity.

But as a lever of influence comparable to government spending — without democratic oversight.

The Appeal of Anonymous Giving

Epstein’s proposed structure revolved around anonymity.

In July 2011 he wrote to Boris Nikolic, a close scientific adviser to Gates, describing feedback he had received from potential donors.

Epstein’s vehicle would have done the opposite: channeling large philanthropic contributions without public attribution.

Private Doubts Among Donors

Documents from 2013 also show Epstein circulating private feedback from wealthy donors who were skeptical of the Giving Pledge itself.

Philanthropy as Leverage

The comment reads less like concern than calculation.

For Epstein, the Giving Pledge represented something larger than philanthropy: a network of reputation, influence, and capital whose stability depended heavily on the credibility of the figures at its center.

Why the Story Matters Now

The Giving Pledge still exists, but its future is uncertain.

The Gates Foundation has already announced it will close in 2045, and public scrutiny of philanthropic mega-foundations has intensified in recent years.

Meanwhile, the EFTA document release is providing historians and journalists with a far clearer picture of how Epstein attempted to position himself inside elite financial and philanthropic networks.

Whether his proposed structures were ever implemented remains unclear.

What the documents do show is that Epstein was not merely orbiting the philanthropic world.

He was actively trying to engineer it.
